Adopt a Resolution to:
a. Support a three-year Funding Agreement between the County of Monterey and the Southern Monterey County Memorial Hospital dba George L. Mee Memorial Hospital (Mee Memorial), to assist with the direct operational costs of providing medical services to the clients residing in King City and the surrounding area of South Monterey County for the term July 1, 2025 through June 30, 2028 in the amount not to exceed $150,000; and
b. Authorize the Director of Health Services or their designee to execute a Funding Agreement with Mee Memorial to assist with the direct operational costs of providing medical services to the clients residing in King City and the surrounding area of South Monterey County, with an Agreement term July 1, 2025 through June 30, 2028 in the amount of $50,000 per Fiscal Year, not to exceed $150,000.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Support a three-year Funding Agreement between the County of Monterey and the Southern Monterey County Memorial Hospital dba George L. Mee Memorial Hospital (Mee Memorial), to assist with the direct operational costs of providing medical services to the clients residing in King City and the surrounding area of South Monterey County for the term July 1, 2025 through June 30, 2028 in the amount not to exceed $150,000; and
b. Authorize the Director of Health Services or their designee to execute a Funding Agreement with Mee Memorial to assist with the direct operational costs of providing medical services to the clients residing in King City and the surrounding area of South Monterey County, with an Agreement term July 1, 2025 through June 30, 2028 in the amount of $50,000 per Fiscal Year, not to exceed $150,000.
SUMMARY/DISCUSSION:
The County of Monterey Health Department (MCHD) and Mee Memorial have completed an annual Agreement for health services, case management, clinic services and counseling for the uninsured residents in South Monterey County for many years. These services are conducted in the clinics that Mee Memorial operates throughout the South County area.
The relationship between MCHD and Mee Memorial to serve low-income patients with community health related services also assists with the requirements for Mee Memorial to show that they have contracts with public agencies to provide a variety of health services. The request to complete a three (3) year agreement will provide consistent and continual services and funding.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 1. Build Community Power and Partners’ Capacity to Increase Equity and Improve Health; 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services; and 3. Enhance Employee Wellbeing and Workforce Capacity. It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues, and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Health Realignment. There are sufficient appropriations in the Health Department Administration Bureau’s Fiscal Year (FY) 2025-26 Requested Budget. For the FYs out, provision will be made in the Requested Budget for the appropriate year.
