RECOMMENDATION:
It is recommended that the Board of Supervisors Adopt a resolution authorizing the Auditor-Controller to amend the FY 2017-18 adopted budget for County Service Area 47 Carmel Views/Mar Vista, Fund 076, Appropriation Unit RMA072, increasing appropriations in the amount of $139,583 to fund necessary guardrail replacement, where Fund 076 unassigned fund balance is the financing source (4/5th vote required).
SUMMARY/DISCUSSION:
County Service Area 47 (CSA 47) was formed on December 13, 1966 to provide extended county services to the Carmel Views area of unincorporated Monterey County. On August 25, 1972, a non-contiguous area known as Mar Vista was annexed into CSA 47. Current active services are street lighting, street and sidewalk maintenance, storm drain maintenance and the disposition of surface water.
A section of roadway along Outlook Drive has wooden railing. Residents of the CSA have expressed concern about the safety of drivers traveling along that section of the roadway and made requests to install new railing. Monterey County Traffic Engineer Dr. Mohammad Qureshi reviewed this request and supports replacement of the existing wooden railing with guard rails compliant with current design standards (guardrail replacement project).
Special Districts staff was invited to a Carmel Views Homeowners Association meeting to discuss concerns about the guardrails along Outlook Drive in CSA 47. Many residents commented on the condition of the existing wooden railing and specifically requested that it be replaced.
A follow up survey was sent to all residents in CSA 47 to insure residents not attending the HOA meeting were given the opportunity to provide input on the proposed guardrail replacement project. The survey allowed respondents the option of completing a paper survey to return via mail, as well as an online survey option. Of the 200 property owners contacted, 67 responses were received. Eighty-nine percent (89%) of the respondents were in favor of replacing the guardrail with seventy five percent (75%) requesting that it be given top priority over other potential projects.
Final guardrail design has been completed and a job order contracting (JOC) project was initiated with the Gordian Group and Granite Construction resulting in a quote for construction costs totaling $139,583. The full cost to install the guardrails for CSA 47 was unknown during the building of the FY 2017-18 budget, thus funding was not included in the budget. The requested appropriation of $139,583 will fund the guardrail replacement project. There are sufficient funds available to cover the cost of this action in the Fund 076 unassigned fund balance.
This project and resulting community outreach resulted in interest by various property owners in creating a CSA 47 Carmel Views Advisory Committee. The request was made to Supervisor Adams’ office regarding the creation of such an Advisory Committee. Board of Supervisors Resolution No. 17-202, which created the CSA 47 Carmel Views Advisory Committee, was adopted by the Board on December 12, 2017. This will allow further property owner involvement in the management of CSA 47 once members are appointed to the Advisory Committee.
OTHER AGENCY INVOLVEMENT:
This recommendation was reviewed and approved by the Budget Committee on January 31, 2018.
FINANCING:
The recommended action will increase the FY 2017-18 adopted budget appropriations in Fund 076, Appropriations Unit RMA072 by $139,583, financed by Fund 076 unassigned fund balance, which will require a 4/5th vote by the Board of Supervisors.
The FY 2017-18 estimated beginning fund balance for the CSA 47, Fund 076, is $188,723. Final numbers are typically available six (6) months after the end of a fiscal year. The recommended action will reduce fund balance by $165,381, leaving an estimated balance of $46,640 at the end of the fiscal year. Staff funds that this reserve along with annual revenue for this District will be sufficient for regular maintenance in this District.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The requested appropriation for CSA 47 will adhere to Strategic Initiatives. Public safety will be increased by installing a compliant guard rail and the road infrastructure will be updated to current standards.
