RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a non-standard 
Agreement with Thermo Electron N. America, LLC, for the purchase of three years of
preventative maintenance for existing laboratory equipment, effective January 19, 2024, to

January 18, 2027, for a total agreement amount of $26,403; and

b. Approve a non-standard agreement as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to three future     
amendments where the combined amendments do not exceed 10% ($2,640) of the original 
amount and does not significantly change the scope, total not to exceed a maximum of
$29,043.

 

SUMMARY DISCUSSION:

The County of Monterey Health Department, Public Health Bureau, Consolidated Environmental Laboratory is an Environmental Lab Accreditation Program (ELAP)-certified laboratory that routinely analyzes drinking water for bacterial and chemical contaminants. The Consolidated Environmental Laboratory also conducts tests on samples derived from the environment for the purpose of assuring safe food, drinking water, reclaimed water, storm water run-off, and irrigation water. 

 

The Consolidated Environmental Laboratory seeks approval to enter into an Agreement with Thermo Electon N. America, LLC, to provide ongoing preventative maintenance for their separately purchased iCAP RQplus instrument. The iCAP RQplus is a trace element analyzer used to test environmental samples.  Preventative maintained is important to reduce repair costs, ensure accuracy of test results, lengthen the life of the instrument, and comply with certification requirements.

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 2. Enhance public health and safety through prevention, and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.

It also supports two of the ten essential public health services, specifically: 2. Investigate, diagnose, and address health problems and hazards affecting the population, 4. Strengthen, support, and mobilize communities and partnerships to improve health.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This agreement is funded 77% with Public Health Lab fee revenue and 23% Health Realignment.  There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2023-24 Adopted Budget and will be included in future years’ Requested Budgets.
