RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Adopt Plans and Special Provisions for the Davis Road Class II Bikeway Project, Project No. 14-869465; State Project No. 054A2784L; Federal Aid Project No. RPSTPLE 5944(104); and
 
b. Authorize the Director of Public Works to advertise the "Notice to Bidders" in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions will authorize the Resource Management Agency-Public Works (RMA-Public Works) to proceed with advertising of the Davis Road Class II Bikeway Project, Project No. 14-869465; State Project No. 054A2784L; Federal Aid Project No. RPSTPLE 5944(104) (Project).  The bid opening is set for April 17, 2014, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  The "Notice to Bidders" will be duly advertised in the Monterey County Weekly.  Project construction is scheduled to begin in June, 2014.
 
The Project consists of constructing bicycle lanes along Davis Road from Blanco Road to Rossi Street, approximately 1.7 miles.  The Project will provide a minimum of six to eight feet shoulders, six inch white stripe, bicycle stencils and bicycle signage.  In order to construct the bicycle lanes on the east side of Davis Road between the north end of Davis Road Bridge and Rossi Street, the existing curb, gutter, and sidewalk will need to be removed and reconstructed to the east.  
 
Transportation Enhancements was a part of the Transportation Equity Act for the 21st Century (TEA 21) and is now under Moving Ahead for Progress in the 21st Century (MAP 21).  It is currently adopted and administered under State Transportation Improvement Program (STIP).
 
On December 13, 2011, the Board of Supervisors approved the acceptance of STIP funds for the Davis Road Class II Bikeway project.
 
On December 14, 2011, RMA-Public Works staff mailed informational letters to property owners, informing them about the project.
 
On November 7, 2012, RMA-Public Works staff presented the project to the Bicycle Pedestrian Committee.
 
On August 22, 2013, RMA-Public Works staff presented the project to the Agricultural Advisory Committee.
 
On December 9, 2013, RMA-Public Works staff sent a second informational letter to property owners.
 
The Project has been determined to be categorically exempt (Class 4) from the California Environmental Quality Act (CEQA) because it is to create bicycle lanes within public rights-of-way.  (See CCR§ 15304 Minor Alterations to Land)
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.  The City of Salinas is in concurrence with the Project.
 
FINANCING:
There is no financial impact to the General Fund.  Total estimated project cost, including project management, engineering, and construction, is $1,974,851.  The project is funded by Transportation Enhancement grant fund for an amount of $1,974,851.  There are sufficient appropriations in the FY13-14 Road Fund (Fund 002, Budget Unit 300) to finance this project.
