Title: a. Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2017 to June 30, 2020) with Milhous Children’s Services, Inc. for the provision of mental health and residential services in the amount of $1,332,104 for Fiscal Year (FY) 2017-18, $1,332,104 for FY 2018-19, and $1,332,104 for FY 2019-20, for a total Agreement amount not to exceed $3,996,312; and 

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($399,631.20) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Milhous Children’s Services, Inc. replaces Agreement A-12725 which will expire on June 30, 2017.  Milhous Children’s Services, Inc. will continue to provide mental health, medication support, case management, crisis intervention, and Group Home State Rate Classification Level 14 services for six (6) Monterey County youth in accordance with client’s individual treatment plan and other identified needs.  Milhous Children’s Services, Inc. provides an array of mental health services and rehabilitative care to Monterey County children.  Children placed in Milhous Children’s Services, Inc. suffer from seriously emotional and behavioral issues, which interfere with their ability to effectively function within their home and in the community.  The services are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential or juvenile justice facilities.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 Strategic Plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (FFP 15%), 2011 Realignment- Early Periodic Screening and Diagnostic Testing (EPSDT 7%), and 2011 Realignment - Special Education Local Plan Area (SELPA 78%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement ($1,332,104) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2017-18 Requested Budget.  The funds for this Agreement for FY 2018-19 ($1,332,104) and FY 2019-20 ($1,332,104) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2018-19 and FY 2019-20 Requested Budgets.
