Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Adopt Plans and Special Provisions for the Carmel Valley Road Resurfacing, Project No. 5525 (Project) to resurface Carmel Valley Road from Via Del Cinco to Miramonte Road; and

b. Authorize the Director of Public Works, Facilities, and Parks to advertise the Project’s “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The Carmel Valley Road Resurfacing Project, in general, consists of performing localized pavement repairs and overlay it with micro-surfacing. The project is to extend the life of the existing pavement and provide a smooth wearing surface. The project limits of the Project are from Via Del Cinco to Miramonte Road, approximately 3.5 miles in length.

 

The bid opening for the Project is set for July 8, 2024, at 1:00 p.m., in the Board of Supervisors Chambers, County Administration Building, Government Center, 168 West Alisal Street, First Floor, Salinas, California 93901. Construction is scheduled to begin in September 2024.

 

On May 15, 2024, in accordance with the California Environmental Quality Act (CEQA), the Department of Public Works, Facilities and Parks (PWFP) filed a Notice of Exemption for the Project with the State Clearinghouse (SCH), a division of the Governor’s Office of Planning and Research (OPR) which coordinates State-level review of environmental documents prepared pursuant to CEQA.  The Project has been determined to be categorically exempt (Class 1) because the Project is to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).

 

 

 

Adopting the Plans and Special Provisions and authorizing solicitation of construction bids for the Project will allow PWFP to proceed into the construction phase.  PWFP will return to the Board in August for approval to award the construction contract for the Project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

FINANCING:

The total estimated Project cost, including engineering, construction management, and construction is $3 million.  The Project is funded by the Road Fund, specifically, Transient Occupancy Tax (TOT) and Measure X.

 

The adopted FY 2023-24 Road Fund 002, budget includes $75,000 in appropriations to fund the engineering of the Project.

 

The recommended budget for FY 2024-25 Road Fund 002, that will be presented to the Board of Supervisors this June for adoption, will include $2 million of TOT from the Annual Seal Coat program to fund the construction phase of this Project. Measure X will be used to cover the remaining $1 million.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will resurface approximately 3.5 miles of County maintained roads, extending the pavement life.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
