SUMMARY/DISCUSSION:
The Monterey County Emergency Communications Department (ECD) is a consolidated public safety answer point and dispatch facility serving 28 law enforcement, fire protection, and emergency medical services (EMS) response agencies throughout Monterey County. Calls for service are dispatched through the ECD’s Computer Aided Dispatch (CAD) system which determines the correct agency response through a Geographical Information System (GIS) driven mapping system within the CAD.
This mapping system contains a street centerline, address points, and law, fire and EMS response zone polygons for the entire County of Monterey. This map determines which agency responds and provides routing for emergency response. The map also includes other information pertinent to emergency dispatch such as the location of schools and fire hydrants.
Commercially available map data is not suitable for 9-1-1 response and this Agreement with GeoComm, Inc. (GeoComm) ensures the emergency services are dispatched based on public safety grade GIS data.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved this agreement as to legal form. The Auditor-Controller and Contracts/Purchasing have reviewed and approved this agreement.
FINANCING:
Sufficient appropriations and estimated revenues are included in the FY2019-20 Adopted Budget in Special Revenue Fund 028. The cost for future years will be included in the respective fiscal years’ Requested Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Board’s Public Safety Strategic Initiative by maintaining an accurate and current mapping system in the County’s Computer Aided Dispatch system which ensures accurate and timely emergency response for the entire population of Monterey County.
