RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive a preliminary analysis report in response to Board Referral No. 2021.28 and:
1) Direct that staff proceed with completion of referral based on description in this report; or,
2) Direct that staff:
i. Proceed with completion of referral based on modifications by the Board; or,
ii. Return to Board with a more comprehensive analysis of referral and anticipated effort for completion; or,
iii. Rescind referral.
b. Provide further direction, as appropriate.
PRELIMINARY ANALYSIS:
Referral Summary & Background: Board Referral No. 2021.28 Water Storage and Infrastructure Maintenance State Budget Request was assigned to Monterey County Water Resources Agency (MCWRA) on December 7, 2021. The referral asks MCWRA to partner with the County’s State Legislative delegation to make a $300 million budget request to the State of California for water storage and infrastructure projects at Nacimiento and San Antonio Reservoirs. The referral was modified at the Dec. 7, 2021 Board of Supervisors meeting to add $12 million for the San Lucas Clean Drinking Water Project for design, environmental assessment, engineering, and construction work necessary to provide a clean, long-term, reliable source of drinking water to meet San Lucas’s current and future needs.
Proposed Project Description: Working with the County’s Legislative Office (CAO-IGLA), Housing and Community Development (HCD) and Public Works, Facilities, & Parks (PWRP) a budget request of $312M for the 2022 California legislative session will be developed. The request is intended to fund $150M for MCWRA’s High Priority Capital Asset Management Program and $150M for the Interlake Tunnel and Spillway Raise Project, both of which are projects at Nacimiento and San Antonio dams and reservoirs. The request will also include $12M for the San Lucas Clean Drinking Water Project.
This request for $312M from the California state budget has been added as a priority to the 2022 Monterey County Legislative Program which is scheduled to be adopted by the Board of Supervisors in January 2022.
Estimated Project Cost: The cost of the projects is approximately $312 million. This funding is being sought from the State Budget or any other available state/federal funding opportunities that becomes available.
Staffing Level Estimate: Staffing will be provided through existing MCWRA, HCD, PWFP, CAO-IGLA staff and the County’s state legislative advocate (Nossaman LLP).
Departmental Challenges: None anticipated.
Proposed Response Date: These projects have been designated as priority projects of the Board for the 2022 Legislative Program and State Budget funding is being sought. Ongoing updates will be provided to the Legislative Committee.
