a. Approve and authorize the Director of Health Services or designee to execute a retroactive, standard Mental Health Services Agreement for the term beginning March 1, 2025 through June 30, 2026 with Partners for Peace for the provision of mental health education, service referrals and support for youth and their parents in the amount of $266,256 for Fiscal Year (FY) 2024-2025 and $766,008 for Fiscal Year (FY) 2025-2026 for a total agreement amount not to exceed $1,032,264; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($103,226) of the original agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $1,135,490.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a retroactive, standard Mental Health Services Agreement for the term beginning March 1, 2025 through June 30, 2026 with Partners for Peace for the provision of mental health education, service referrals and support for youth and their parents in the amount of $266,256 for Fiscal Year (FY) 2024-2025 and $766,008 for Fiscal Year (FY) 2025-2026 for a total agreement amount not to exceed $1,032,264; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($103,226) of the original Agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $1,135,490.
SUMMARY:
As part of the County of Monterey Health Department, Behavioral Health Bureau’s Access and
Mental Health Services Act (MHSA) outreach, engagement and mental health programs, the County executed Agreement A-15506 and its subsequent three (3) amendments with Partners for Peace to meet goals and objectives outlined in the County’s MHSA Plan and the MHSA Rainbow Connections Innovation Plan. The maximum number of allotted amendments to Agreement A-15506 has been reached. This new Agreement is put forward to replace and expand the timeline, scope and budget of programs previously supported through Agreement A-15506. This agreement is retroactive to March 1, 2025, due to ongoing contract negotiations for programs being offered to the County of Monterey by Partners for Peace.
DISCUSSION:
Partners for Peace has been building strong families for a peaceful community for 25 years and provides a continuum of prevention to intervention services for parents, families and youth. Partners for Peace seeks to improve social competencies, parenting skills and the parent-child relationship.
Partners for Peace offers a range of culturally relevant programs designed to strengthen families and support parents, caregivers, and youth. The programs include:
A) Family Education Programs
1. Strengthening Families Program for Parents, caregivers, and youth ages 10-16;
2. Loving Solutions, a prevention model for parents of youth 5 to 10 years of age, focusing on
healthy eating and sleeping, positive discipline, school success, and communication and
bonding. This program contains resources for parents with children diagnosed with
ADD/ADHD; and
3. Parent Project for parents and caregivers with youth ages 11-17, addressing challenging and
destructive behaviors, e.g., gangs/gang adjacent activity, drug, vaping and alcohol use,
runaways, cutting, violence in the community or home, or chronic truancy.
B) Interconnected Systems Framework (ISF), providing parents/caregivers of a child presenting with challenging or destructive behaviors leading to academic and school discipline problems, with supports, interventions, and parenting strategies that directly address the mental health needs of the child.
C) Rainbow Connections Service and Support, aimed at building capacity for parents, caregivers and families with LGBTQ youth to understand and affirmatively respond to the complex issues that LGBTQ youth experience, and to provide culturally responsive services and supports for families of LGBTQ youth.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded with Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) and MHSA Innovation (INN) funds. The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) FY 2024-25 Adopted Budget. The funds for FY 2025-26 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2025-26 Adopted Budget.
