Title: a. RECOMMENDATION

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute an Amendment to the Investment in Mental Health Wellness Grant Program for Children and Youth (“Children and Youth” Program) Grant Agreement Number CY MONT-02 between the County of Monterey Health Department and the California Health Facilities Financing Authority (“CHFFA”), to extend the term for two (2) additional fiscal years for a new term of February 24, 2022 through June 30, 2026; and

b. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% ($185,155) of the original Grant Agreement amount ($1,851,546) and do not significantly change the scope of services, and do not exceed $2,036,701.

 

SUMMARY/DISCUSSION

The County of Monterey was awarded the CHFFA Investment in Mental Health Wellness Grant Program for Children and Youth in the amount of $1,851,546.21 to fund the development of a 4-bed Crisis Stabilization (CS) co-located with a 4-bed Crisis Residential Treatment (CRT) program for children and youth under 18 years of age suffering from severe mental illness.   Development of a CS and CRT in Monterey County would provide timely access to community-based intensive residential treatment that connects children and youth to crisis services. 

 

CHFFA’s Board approved a First Amendment to Resolution No. CY 2022-03 between the County of Monterey and CHFFA to extend the period of execution and delivery of grant funding through June 30, 2026 due to delays in executing the required lease agreement with the selected service provider, Seneca Family of Agencies (Seneca), and anticipated delays in hiring staff.

 

OTHER AGENCY INVOLVEMENT

The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Grant Agreement as to legal form and fiscal provisions respectively.

 

FINANCING

The Grant provides $1,851,546.21 for the grant period of February 24, 2022 through June 30, 2026. There are enough appropriations in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Adopted Budget for these services, and future services will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2024-25 and FY 2025-26 Requested Budgets.
