a. b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($141,192) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Goodwill Central Coast for $1,411,927 to provide Expanded Subsidized Employment training, supervision, intensive case management and job performance evaluations for CalWORKs Welfare-to-Work customers, for the period July 1, 2017 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($141,192) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Expanded Subsidized Employment (ESE) Program is one of the CalWORKs early engagement strategies being implemented as a result of the passage of AB 74 Chapter 21, Statutes of 2013; Welfare and Institutions Code (WIC) Sections 11322.63 and 11322.64.
Monterey County Department of Social Services is seeking to continue the ESE Program to serve our hardest to employ customers. In March of 2015 the Department requested proposals from vendors under RFP #10530 and Goodwill Central Coast was awarded the contract. The project will place 140 CalWORKs Welfare-to-Work customers into immediate subsidized employment positions. These customers have minimal or no work experience and/or must establish appropriate work behaviors before entering unsubsidized employment, or the existing ‘work ready’ subsidized employment opportunities.
Goodwill Central Coast will provide services for the ESE Program that include assessment of employment skills and needs, job readiness and retention training, immediate (within two days) employment at Goodwill stores throughout the County, intensive case management to assure success on the job, paying wages to participants, and placement of participants in unsubsidized employment. CalWORKs customers are eligible to participate in ESE Program for up to twelve weeks but may participate longer if the customer is obtaining skills and experiences in an employment field or if a longer placement will lead to unsubsidized employment.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is funded by California Work Opportunity and Responsibility to Kids (CalWORKs) and AB 74 funds. Sufficient revenues and appropriations are included in the FY2017/18 Recommended Budget. Approval of this action has no impact on the County General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Economic Development and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors through the training and employment of 140 CalWORKs customers which can result in improved overall quality of life for these customers.
