Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to the Agreement with Meals on Wheels of the Monterey Peninsula to provide home delivered and congregate meals for seniors adding $183,726 for a new contract total of $622,517 with no change to the contract term; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($62,251) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This amendment adds funding to increase existing home-delivered and congregate meal services and nutrition education to seniors in Monterey County. The increased funding allows for the addition of a new congregate meal site in Salinas and an increase in the number of home-delivered meals. These services improve the health and well-being of seniors who cannot shop or cook for themselves, enabling them to age in place and be as independent as possible.  Meals at group dining locations are currently offered in accordance with safety protocols during the COVID-19 pandemic and practices may change as needed throughout the fiscal year.  This amendment is in response to an increase in federal funding which is being passed through to the Contractor to meet increased demand for services.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding is provided by the Older Americans Act and Consolidated Appropriations Act. Sufficient appropriations and estimated revenues in 001-5010-SOC010-8268 are included in the FY 2021-22 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
