RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Adopt Plans and Special Provisions for the Procurement (Delivery and Application) of Asphalt Emulsion and Pavement Delineation for the Seal Coat 2013 Project, Project No. 14-551428; and
 
b. Authorize the Director of Public Works to advertise the “Notice to Bidders” in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions to the Standard Specifications will authorize the Resource Management Agency - Public Works to proceed with advertising of the Procurement (Delivery and Application) of Asphalt Emulsion and Pavement Delineation for the Seal Coat 2013 Project, Project No. 14-551428.  The bid opening is set for June 13, 2013, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  Project construction is scheduled to begin in August 2013 and end in November 2013.
 
The contract for the procurement of emulsion and pavement delineation is a component of the Seal Coat 2013 Project.  The contract consists of the purchase, delivery, and spreading of asphalt emulsion and installation of pavement delineation on various County roads.  Contingent upon available funding, the Seal Coat 2013 Project proposes to chip seal, fog seal, and install pavement delineation on Laureles Grade Road (from Carmel Valley Road  to State Route 68); Arroyo Seco Road (from Elm Avenue to Clark Road); Elm Avenue (from Arroyo Seco Road to Greenfield City Limit); Mesa Verde Road (from Wild Horse Canyon Road to First Street); Ranchita Canyon Road (from San Luis Obispo County Line to Mile Post 5.0); and Hog Canyon Road (from San Luis Obispo County Line to Ranchita Canyon Road).  The Project will also install pavement delineation on Front Street, from Soledad City Limit to State Highway 101.  The Resource Management Agency - Public Works Maintenance is performing preparatory work for the project.
 
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to be perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. (See CCR § 15301 Existing Facilities)
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form, fiscal terms, and insurance provisions respectively.
 
FINANCING:
There is no financial impact to the General Fund.  Total estimated project cost, including project management, engineering, and construction, is $548,880.  There are sufficient appropriations in the Road Fund (Fund 002, Unit 8195) to finance this Project.
