a. Approve and Authorize the Assessor to enter into a Non-Standard Software-as-a-Service (“SaaS”) Service Agreement with C3.ai. for the period June 12, 2024 through October 11, 2024; in an amount not to exceed $1 for a total aggregate contract amount of $1; and
b. Accept non-standard language in the agreement provided by the vendor as recommended by the Assessor.; and
c. Authorize the Assessor to sign up to three (3) future amendments to the Agreement which do not significantly alter the scope of the services.

RECOMMENDATION:
A. Approve and Authorize the Assessor to enter into a Non-Standard Software-as-a-Service (“SaaS”) Service Agreement with C3.ai. for the period June 12, 2024 through October 11, 2024; in an amount not to exceed $1 for a total aggregate contract amount of $1; and
B. Accept non-standard language in the agreement provided by the vendor as recommended by the Assessor.; and
C. Authorize the Assessor to sign up to three (3) future amendments to the Agreement which do not significantly alter the scope of the services.
SUMMARY/DISCUSSION:
The company C3 AI has partnered with Google to roll out C3 AI Residential Property Appraisal for select assessment offices nationwide and the County of Monterey Assessor’s Office has been offered the opportunity to apply for participation in a Pilot Program for this software. The C3 AI Residential Property Appraisal will help increase direct enrollment of assessed valuations.
For the total aggregate contract amount of not to exceed $1, C3 AI will deploy a production application for the County on their live data (from CAMA & GIS, and MLS). The remaining $250,000 cost of the application will be supplemented by a grant from Google.
Upon successful acceptance of our application, this software application would ensure the preparation and continuation of a timely and accurate property tax roll as mandated by the State of California.
The term of this Non-Standard Software-as-a-Service agreement as identified in the attached Exhibit A shall be for a 4-month term of June 12, 2024 through October 11, 2024. The total financial liability to the County for June 12, 2024 to October 11, 2024 pursuant to the terms of this Agreement shall not exceed $1. The total aggregate contract amount shall not exceed $1.
OTHER AGENCY INVOLVEMENT:
County Counsel reviewed the Agreement and has approved it as to form only. The Information Technology Department’s Deputy Chief Information Officer has reviewed the Agreement.
FINANCING:
Funds for payment of this agreement will be paid by the Assessor (001-1180-ACR001-8003-6408) from the FY 2023-2024 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The services rendered in this agreement provide the Assessor’s Office with the additional support it needs to provide reliable and high-quality services to the residents of Monterey County.
