RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve expenditure of $100,000 from the Board of Supervisors (District 1) discretionary funds to reimburse the Salinas Regional Sports Authority for costs associated with the Bicycle Motocross (BMX) Pump Track and Skate Park Project at the Salinas Regional Soccer Complex.
SUMMARY/DISCUSSION:
The Salinas Regional Soccer Complex (SRSC), operated by the Salinas Regional Sports Authority, is a premier destination for sports, recreation, and community engagement, serving approximately 11,500 youth and families each week during the regular season. This request authorizes reimbursement for costs associated with the Bicycle Motorcross (BMX) Pump Track and Skate Park Project.
The project expands recreational opportunities by providing a safe, accessible space for youth and families to engage in outdoor physical activity, develop skills, and participate in positive community programming. The addition of the BMX pump track and skate park enhances the SRSC’s offerings, promotes healthy lifestyles, and supports youth development.
This investment provides a clear public benefit by increasing access to high-quality recreational infrastructure, fostering community well-being, and creating inclusive spaces for residents of all ages.
PUBLIC PURPOSE FINDINGS:
In approving this expenditure, the Board of Supervisors finds that the expenditure is for a public purpose and the transaction is not prohibited by Article XVI, Section 6 of the California Constitution. Any benefit to an individual is incidental to the significant public purpose identified in the description above.
FINANCING:
There is no impact to the General Fund. Funds will be allocated from the First District’s discretionary budget.
