RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve a Grant Award from the Transportation Agency for Monterey County for a Regional Surface Transportation Program Competitive Grant in the amount of $361,622 for intersection improvements for the State Route 68 at Corral de Tierra Road Project, Project No. 1140; and
 
b.  Authorize the Director of Public Works, or his designee, to accept, administer, and execute documents to secure these funds from the Transportation Agency for Monterey County.
 
SUMMARY/DISCUSSION:
On April 22, 2014, the Board of Supervisors approved the submittal of several grant applications to the Transportation Agency for Monterey County (TAMC) for Regional Surface Transportation Program (RSTP) Competitive Grants, authorized the Director of Public Works or his designee, to act as the agent for the County in processing all documentation to secure these funds, and directed the Resource Management Agency-Public Works (RMA-PW) to return to the Board for approval prior to acceptance of any grant award(s).  The RSTP Competitive Grants cycle included a combination of RSTP, 2% Transportation Development Act (TDA) and Regional Development Impact Fees (RDIF).
 
In May 2014, RMA-PW submitted the following six RSTP Competitive Grant applications: Las Lomas Sidewalk Improvements, San Miguel Canyon Road/Castroville Boulevard Intersection Improvements, Johnson Canyon Landfill Truck Route Road Improvements, Castroville Boulevard and Del Monte Boulevard Bicycle/Pedestrian Pavement Rehabilitation, Prunedale South Bicycle Lanes, and the State Route 68 at Corral De Tierra Road Projects.  
 
In August 2014, TAMC awarded RMA-PW $361,622, consisting of $49,417 in RSTP funds and $312,205 in RDIF funds, for the State Route 68 at Corral de Tierra Project (see Attachment 1).  The proposed State Route 68 at Corral de Tierra Road Project consists of the construction of dual left turn lanes on westbound State Route 68 and a merge lane on southbound Corral de Tierra Road.  The total project cost is $3,101,622.  
 
Approving the grant is exempt from CEQA pursuant to section 15378 of the CEQA Guidelines as accepting the grant is not a commitment to the project, but rather is a government funding mechanism or other government fiscal activities.  Pursuant to the Cooperative Agreement between the County and California Department of Transportation (Caltrans), Caltrans is the lead agency for the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) while the County is a responsible agency.  Staff will return to the Board to consider approval of the project itself and as a responsible agency, the Board would consider the environmental review at that time.
 
Attachment 1 is the award letter and TAMC Resolution No. 2014-12 adopting the 2014 Competitive Grants Program of Projects for Fiscal Years 2014/15 through 2016/17.  Attachment 2 is a Resolution No. 14-314 approving the Local Agency Allocation of Funding Agreement between TAMC and the County of Monterey approved by TAMC on September 24, 2014 and the Board on November 4, 2014.  This agreement includes the terms and conditions applicable to the County when receiving funds from the TAMC for the designated projects.
 
OTHER AGENCY INVOLVEMENT:
RMA-Public Works coordinated with TAMC on the submittal requirements for the RSTP Grant Program.
 
FINANCING:
There is no impact to the General Fund.  The total cost of the State Route 68 at Corral de Tierra Road Project, No. 1140 is $3,101,622.  RMA-Public Works has secured $2,740,000 in Local, State and Federal grants and the $361,622 RSTP Competitive Grant funds will fully fund the project.  RSTP Competitive funds are not required to have a local match.  The Annual Fiscal Year 2014-15 Work Program for the Road Fund (Fund 002) has $241,000 appropriated to fund this portion of the project.
