RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.   Approve and authorize the Director of Health to sign a one year Memorandum of Understanding (MOU) (July 1, 2013 to June 30, 2014) with the San Andreas Regional Center (SARC) to formalize the collaboration between Monterey County Behavioral Health and SARC for psychiatric services to consumers under the jurisdiction of SARC, and
b.  Authorize the Director of Health, to approve up to three future amendments to this MOU where the amendments do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
San Andreas Regional Center (SARC) is a community-based, private non-profit corporation that is funded by the State of California to serve people with developmental disabilities as required by the Lanterman Developmental Disabilities Services Act.  SARC is one of twenty-one (21) Regional Centers throughout California and serves individuals and their families who reside within Monterey, San Benito, Santa Clara, and Santa Cruz Counties.
 
SARC has a long-standing relationship with all counties.  This Memorandum of Understanding (MOU) formalizes the protocols for assessment, treatment and payment for psychiatric services provided by the Monterey County Health Department, Behavioral Health Bureau for Medi-Cal beneficiaries that are dually diagnosed with developmental disabilities and mental illness.  The cooperative efforts between Regional Centers and County Mental Health agencies are necessary and meet compliance with the California Welfare and Institutions Code Division 4.5 Services for the Developmentally Disabled Chapter 6. Developmental and Support of Community Facilities and Programs Article 7. Regional Center Clients Requiring Mental Health Services, Section 4696 thru Section 4697.  The mutual goal of both agencies is to increase the continuity of services and improve the mental health outcomes for consumers.
 
Under this MOU there is no termination clause as it is a State legislative mandate that SARC and counties maintain communication to decrease costs and minimize fiscal risk in serving individuals who are dually-diagnosed with a developmental disability and a mental illness.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Manager have reviewed the MOU and concur.  The MOU is on file with the Clerk of the Board.
 
FINANCING:
This Agreement consists of operational protocols only.  There are no fiscal provisions; the County presents this MOU to the Board of Supervisors as informational only.  There is no transfer of money to or from the County.
