a. Authorize the Contracts/Purchasing Officer to execute an Agreement with West Publishing Company, associated with Thompson Reuters Corporation, for a subscription to provide legal support software and printed legal reference documents, for the period of August 1, 2021 through July 31, 2026, in the maximum amount of $350,000.00;
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the Contract/Purchasing Officer, the Auditor/Controller and the District Attorney to sign and execute the appropriate documents and verifications when required;
d. Authorize the Contracts/Purchasing Officer to issue purchase orders on an as-needed basis pursuant this Agreement over the period of August 1, 2021 through July 31, 2026.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts/Purchasing Officer to execute an Agreement with West Publishing Company, associated with Thompson Reuters Corporation, for a subscription to provide legal support software and printed legal reference documents, for the period of August 1, 2021 through July 31, 2026, in the maximum amount of $350,000.00;
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the Contract/Purchasing Officer, the Auditor/Controller and the District Attorney to sign and execute the appropriate documents and verifications when required;
d. Authorize the Contracts/Purchasing Officer to issue purchase orders on an as-needed basis pursuant this Agreement over the period of August 1, 2021 through July 31, 2026.
SUMMARY:
It is requested that the Board authorize the Contracts/Purchasing Officer, the Auditor/Controller and the District Attorney to sign a non-standard Agreement with West Publishing Company, associated with Thompson Reuters Corporation, and to issue purchase orders on an “as needed” basis, in the aggregate amount not to exceed $350,000.00, over the period of August 1, 2021 through July 31, 2026. The services provided are for internet legal support software and printed legal reference materials, in support of its mission to protect the citizens of Monterey County.
DISCUSSION:
Thompson Reuters provides both an online internet legal research capability for the attorneys assigned to the Office of the District Attorney, as well as printed legal reference materials. This software has the added capability of interfacing directly with the departments digital case management system, Karpel, providing an integrated legal research capability.
The proposed Agreement is non-standard for the County, with the proposed changes detailed in Exhibit B.
This proposed agreement provides these legal research services to the District Attorney from August 1, 2021 through July 31, 2026. Thompson Reuters requires the county to execute the pricing agreement contained in Exhibit B.
OTHER AGENCY INVOLVEMENT:
The Agreement has been approved as to form by the County Counsel and has approved the insurance certificates and endorsements contained in Exhibit B.
FINANCING:
Funding is budgeted within the Recommended FY 2021-22 Budget for the District Attorney, and funding is anticipated to continue in future fiscal years.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of this request will increase public safety throughout the county by improving prosecution efforts with integrated legal research capabilities.
