RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Accept the recommendation of the Monterey County Fish and Game Advisory Commission to award eight (8) funding grants; and
b. Approve the distribution of Fish and Game Propagation Fund grants in the amount of $15,936.75 for specified projects for Fiscal Year 2014 - 2015.
SUMMARY/DISCUSSION:
The Monterey County Fish and Game Advisory Commission is recommending that the Board of Supervisors approve eight (8) Fish and Game Propagation Fund grant projects for Fiscal Year 2014-15. This action is consistent with Board Resolution 81-239, which states that all expenditures using County Fish and Game Propagation funds must be approved by the Board of Supervisors.
The eight (8) grant applications were legally placed on the Monterey County Fish and Game Advisory Commission's agenda for consideration on February 10, 2015. All grant proposals were reviewed for consistency with California State Fish and Game Code criteria. A copy of the relevant portion of the draft minutes from the February 10, and April 14, 2015 meetings are attached hereto regarding the presentations and discussions on the applications. Each applicant has agreed to the terms and conditions of the grant agreement for use of Fish and Game Propagation Funds. By majority vote, the Commission recommended that the Board of Supervisors approve the following grants in the amounts shown below:
1. Monterey Bay Youth Outdoor Day $2,500.00
Project: Outreach event to educate and expose youth to outdoor activities and wildlife
2. CA Fish and Wildlife, External Outer Carrier $3,036.75
Project: Funding to purchase duty vest (replacing duty belts) to carry equipment
3. Lazy Arrow Pheasant Hunt $2,750.00
Project: Junior and Women's Pheasant Hunt
4. CalTIP Rewards $1,000.00
Project: CalTIP Programs (hotline, rewards, brochures, K-9, website)
5. Marine Life Studies $2,400.00
Project: Marine Mammal Ocean User's Guide produced to increase awareness of marine mammals and conservation.
6. Gaines & Associates $750.00
Project: Education and outreach programs
7. Monterey Bay Salmon Trout Project $2,500.00
Project: Chinook Salmon Net Pen for Moss Landing Harbor
8. Parks Foundation of Monterey County $1,000.00
Project: Toro Park Pond Restoration
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and concurs with this recommendation.
FINANCING:
Sufficient funds are available in the Fiscal Year 2014-15 budget, Appropriation PAR002 Park Unit 8155 to award these grants recommended by the Commission. There is no impact to General Fund Contribution as a result of this action.
