a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for a total of $406,275 to provide congregate meals, home-delivered meals, health education, and disease prevention to seniors on the Monterey Peninsula for the period July 1, 2020 through June 30, 2021; and
b. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for a total of $115,090 to provide emergency meals to seniors for the period of July 1, 2020 through September 30, 2020; and
c. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to these Agreements where the total amendments do not exceed 10% ($40,628 and $11,509) of the original contract amounts and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for a total of $406,275 to provide congregate meals, home-delivered meals, health education, and disease prevention to seniors on the Monterey Peninsula for the period July 1, 2020 through June 30, 2021; and
b. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for a total of $115,090 to provide emergency meals to seniors for the period of July 1, 2020 through September 30, 2020; and
c. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to these Agreements where the total amendments do not exceed 10% ($40,628 and $11,509) of the original contract amounts and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The first Agreement provides congregate meals for pick up during the COVID-19 pandemic, however this meal program may get back to group dining during the course of the fiscal year. The Agreement also provides home-delivered meals to older adults that are home-bound on a temporary or permanent basis. Both the congregate and home-delivered meal programs serve seniors living in the Monterey Peninsula area. The area includes the Monterey Peninsula/Western Region defined as Big Sur, Carmel by the Sea, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Sand City and Seaside. Elderly nutrition program dining sites are the Sally J. Griffin Active Living Center in Pacific Grove, the Monterey Senior Center in Monterey, the Oldemeyer Center in Seaside, and Junsay Oaks Senior Apartments in Marina.
The first Agreement also funds health education and disease prevention services at the Sally J Griffin Senior Center in Pacific Grove. Evidence based programs have been developed using research approaches and are proven to work to improve the health and well-being of senior participants. Specific interventions will be offered as advised during the COVID-19 pandemic and will resume in person at some point during the fiscal year after safe protocols are in place.
The second Agreement provides emergency meals to seniors that are not part of the formal congregate or home delivered meal programs. Rather, older adults participating in this program are actively sheltering in place and restricting all travel during the COVID-19 pandemic. Qualifying regulations have been simplified for a short time to deliver food to the homes of seniors mostly living in the Monterey Peninsula area.
These Agreements are part of the formal Request For Proposal (RFP #10606) completed in April 2017 and is in alignment with the Federal Older Americans Act.
This agreement was delayed in being brought for Board consideration prior to the effective date due to County delays in administrative processing due to the COVID-19 Pandemic.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved these Agreements. County Counsel has approved the Agreements as to form.
FINANCING:
Funding for the annual agreement is provided by the Federal Older Americans Act. Funding for the emergency meals agreement is federal funding received from the Families First Coronavirus Response Act (H.R. 6201). Currently, there are sufficient appropriations and estimated revenues for SOC010 are included in the FY 2020-21 Adopted Budget. However, the Department will be returning to the Board at a later date to update appropriations and revenues.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County
