a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Tarpy’s LLC dba Coastal Roots Events & Catering and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2023, through December 31, 2023, for an amount not to exceed of $300,000;
b. Approve and authorize the Monterey County Laguna Seca Representative to execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed 10%, or $30,000 of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval. Whereas the total aggregate amount of this agreement will not exceed $390,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Tarpy’s LLC dba Coastal Roots Events & Catering and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2023, through December 31, 2023, for an amount not to exceed of $300,000;

SUMMARY/DISCUSSION:
For 30 years, Tarpy’s LLC dba Coastal Roots Events & Catering (Tarpy’s), has been serving the Monterey Peninsula through its restaurants and premier events and catering company, as well as supporting the community through its foundations and non-profit partnerships. Tarpy’s has provided catering services to WeatherTech® Raceway at Laguna Seca (WRLS) for several years, serving as one of the primary caterers to hospitality suites during hosted events at the raceway, and has aided in allowing visitors to WRLS to learn about and experience the fine dining opportunities that exist in the County.
Staff requests the Board of Supervisors to approve and authorize the Monterey County Laguna Seca Representative to execute the proposed Agreement with Tarpy’s LLC (Attachment A) and to execute up to three future amendments to the Agreement where the total amendments do not exceed 10%, or $30,000, of the agreement amount.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively. The Office of Risk Management reviewed and approved the insurance coverage and limits.
FINANCING:
The cost of the contracted services provided by Tarpy’s LLC shall not exceed $300,000 for the duration of the Agreement. There is sufficient funding in the Fiscal Year 2022-2023 Adopted Budget, LSRA Fund 453, Appropriation Unit PFP067. Future recommended budgets will include appropriations for this Agreement.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiative for Economic Development by utilizing a local business to support operations at the facility. This also promotes the other affiliated local establishments as options to visit during a visitors stay in the County.
