RECOMMENDATION:
It is recommended that the Board of Supervisors:
  1. Approve and authorize the Director of Health to sign a three year term (July 1, 2013 to June
30, 2016) Mental Health Services Agreement with Seneca Family of Agencies dba Kinship Center for mental health services to children and their families in the amount of $1,678,778 for Fiscal Year (FY) 2013-14; $1,678,778 for FY 2014-15; $1,683,346 for FY 2015-16 for a total Agreement amount of $5,040,902; and
  1. Authorize the Director of Health to approve up to three future amendments to this Agreement
where the amendments to not exceed 10% of the original Agreement amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
Seneca Family of Agencies dba Kinship Center provides mental health services under three (3) separate programs (D'Arrigo Outpatient Clinic, Adoption Preservation and the Trauma Services Program). The programs serve seriously emotionally disturbed children who are in foster care, require aid to adoption, or are in adoption preservation status.  The Health Department has contracted with Kinship Center for provision of mental health services at the D'Arrigo Outpatient Clinic and for the Adoption Preservation since FY 2004-05 and the Trauma Services Program since FY 2011-12.
 
Kinship Center continues to provide mental health services to Monterey County and out-of- County Medi-Cal eligible youth, and their families through an array of programs. These services address the impacts of adoption on a child and his or her family and address permanency issues. Services are coordinated and designed to address an individual's mental health needs and aims to reduce the possibility of future residential care, out-of-home placement, and/or hospitalization.
 
This Agreement contains the County's standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.  
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.  This Agreement is on file with the Clerk of the Board.
 
FINANCING:
This Agreement is funded by Medi-Cal (49%), EPSDT (40%) and Mental Health Services Act (MHSA) (11%) revenues.  The funds for this Agreement ($1,678,778) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2013-14 Requested Budget.
