Approve Amendment No. 9 continuing Professional Services Agreement No. A-10741 with LSA Associates, Inc. to: add tasks associated with technical study addendums and supplemental reports in order to complete additional environmental work for the Davis Road Bridge Replacement and Road Widening Project, County Bridge No. 208, County Project No. 360065, Federal Aid Project No. BRLS-5944 (068), update the hourly billing rates, increase the not to exceed amount by $128,085 for a total amount not to exceed $999,580; and extend the expiration date for one (1) additional year for a revised term from September 1, 2006 to June 30, 2020; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 9 to Professional Services Agreement No. A-10741.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 9 to Professional Services Agreement No. A-10741 with LSA Associates, Inc. to: add tasks associated with technical study addendums and supplemental reports in order to complete the environmental re-validation form and an addendum to the 2016 Environmental Impact Report/Environmental Assessment for the Davis Road Bridge Replacement and Road Widening Project, County Bridge No. 208, County Project No. 360065, Federal Aid Project No. BRLS-5944 (068), update hourly billing rates, increase the not to exceed amount by $128,085 for a total amount not to exceed $999,580, and extend the expiration date for one (1) additional year for a revised term from September 1, 2006 to June 30, 2020; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 9 to Professional Services Agreement No. A-10741 and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved amount of the Agreement.
SUMMARY/DISCUSSION:
The County of Monterey, Resource Management Agency (RMA), awarded Professional Services Agreement No. A-10741 (PSA) to LSA Associates, Inc. (LSA) in 2006 for environmental work on the Davis Road Bridge Replacement and Road Widening Project at Salinas River, County Bridge No. 208, County Project No. 360065, Federal Aid Project No. BRLS-5944 (068) (hereinafter, “Project”). On July 26, 2016, the Board of Supervisors certified the Environmental Impact Report (EIR)/Environmental Assessment (EA) for the Project and directed RMA staff to further evaluate the inclusion of a cycle track along Davis Road and roundabouts at intersections in lieu of traffic signals. Staff is seeking support to extend the PSA for LSA, environmental consultant on Project, to complete the additional project documentation because LSA is familiar with the Project.
Proposed work includes updates to the existing reports, including tasks associated with technical study addendums and supplemental reports, completion of the environmental re-validation form and an addendum to the 2016 Environmental Impact Report (EIR) / Environmental Assessment (EA). The EIR/EA addendum is needed to document and evaluate design modifications recommended by the Value Analysis Study Report prepared for the project. To date, LSA has completed 95% of their current scope of services identified in PSA No. A-10741.
Amendment No. 9 to PSA No. 10741 will update the hourly billing rates, increase the not to exceed amount of $871,495 by $128,085 for a total amount not to exceed $999,580, and extend the expiration date from June 30, 2019 for one (1) additional year through June 30, 2020, for a revised term from September 1, 2006 to June 30, 2020 to allow LSA to continue to provide services associated with the completion of the Project.

OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved Amendment No. 9 as to form and legality, and fiscal provisions, respectively.
FINANCING:
The total estimated Project cost, including engineering, environmental, right-of-way and construction is $68,457,120. The total cost of Amendment No. 9 to the PSA is $128,085 for a total amount not to exceed $999,580. The RMA - Road Fund budget for FY 2018-19 includes $2,175,783 in appropriations for the Davis Road Bridge Replacement & Road Widening Project to continue with the final design and right-of-way phase of the project. Sufficient appropriations are available in the RMA Public Works Budget (Road Fund 002, Unit 8195, Appropriation Unit RMA012) to finance Amendment No. 9.
Funding from a variety of Federal, State and local revenue has been authorized for the design and environmental portion of the Project. Based on updated costs estimates, the construction phase of the Project is currently unfunded by $16,282,398, which may impact the Road Fund if alternate funds are not secured. Staff continues to seek funding from other grant sources and coordinate with regional and state agencies, such as TAMC, FORA and Caltrans, to close this funding gap. Staff is also analyzing possible phasing options to implement the project to match available funds.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiatives for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs” and Economic Development, “Enhancing the well-being and prosperity of Monterey County Residents”. The Project will construct a sustainable, physical infrastructure that improves the quality of life for County residents and support economic development results.
