RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Contracts/Purchasing Officer or their designee to execute a non-standard Agreement with Sharp Circle, Incorporated, to provide Life Ownership Program and Mentoring Services to promote and support successful reentry of youth into community, for the term June 1, 2024 through June 30, 2025, for an amount not to exceed $60,000; and

b.  Authorize the Contracts/Purchasing Officer or their designee to sign future amendments to the Agreement where the amendments do not exceed 10% ($6,000) of the original Agreement amount and do not significantly alter the scope of services, for a not to exceed maximum of $66,000.

 

SUMMARY:

The Probation Department recommends the approval of the non-standard Agreement with Sharp Circle, Inc., for the term June 1, 2024 through June 30, 2025, for the not to exceed amount of $60,000, to provide their Life Ownership Program and Mentoring Services to promote and support successful reentry of youth into community.

 

DISCUSSION:

The need for the Life Ownership Program and Mentoring Services as provided by Sharp Circle, Inc. is due to Senate Bill 823 (SB), signed in to law in September 2020 by Governor Newsom, which realigned the Department of Juvenile Justice (DJJ) population from the State of California to Counties, beginning July 1, 2021. The bill established the jurisdiction of the Juvenile Court up to the age of 25 for certain offenses and transferred the responsibility of care, custody, and supervision of youth to the county of commitment. This population of realigned youth are high-risk and have greater needs for specific individualized case plans with services and programs that address mental health needs, sex offender treatment or related behavioral or trauma-based needs, healthy adolescent development programs, family engagement, reentry, and continuing education.

 

Sharp Circle, Inc. provides a unique program of intensive re-entry services to detained individuals throughout the State of California. The services, beginning as part of the preparation for return to the community from long-term detention, provide youth with personalized support in the development of their plans for re-entry, including providing mentorship and guidance from justice-impacted credible messengers.

 

The Agreement is non-standard as the vendor has requested modifications to the standard agreement royalty and inventions language to address their ownership of copyrighted program curriculum and to the commercial automobile liability insurance and endorsement requirements. 

 

OTHER AGENCY INVOLVEMENT:

The Non-Standard Agreement has been approved by the Office of the County Counsel as to form and by the Auditor-Controller’s Office as to fiscal terms.  The County Risk Manager has reviewed for changes to standard terms and conditions for risk and insurance provisions.

 

FINANCING:

There will be no impact to the General Fund from approval of this action. Funding for this agreement will be provided by the State SB823 annual allocation.  The additional expenditure will be made within the existing appropriation limits during FY 23-24 and are included in Probation’s Recommended Budget 001-2550-PRO001-8163. Future fiscal year costs will be requested through the corresponding annual budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommendation to approve the Non-Standard Agreement with Sharp Circle, Inc. supports the Board of Supervisors Strategic Initiatives of: 1) Health and Human Services by providing care and treatment for the specific needs of each youth with County and community services to improve their quality of life and support rehabilitation; and 2) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
