RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize and direct the Purchasing Manager for Natividad Medical Center (NMC) to execute Amendment No. 6 to the Agreement (A-12000) with CME Consultants for Continuing Medical Education Accredited Program for Physicians Services at NMC, extending the Agreement to June 30, 2015 and adding $30,000 for a revised total Agreement amount not to exceed $245,000 in the aggregate (for the period July 1, 2008 to June 30, 2015).
 
SUMMARY/DISCUSSION:
The purpose of an accredited Continuing Medical Education (CME) program for the Medical Staff at Natividad Medical Center (NMC) is to support, foster, and direct comprehensive, cost-effective high quality patient care.  The CME program is designed so that it disseminates current, relevant practical, evidence-based medical and scientific information to the Medical Staff so that knowledge, competence and/or performance gaps will be eliminated.  The program consists of varied educational activities throughout the year, utilizing clinical experts providing lectures, case presentations or panels.  The CME program is foundational in helping eliminate health disparities in the unique patient population served by NMC. NMC's CME program is accredited by the Institute for Medical Quality (IMQ), a subsidiary of the California Medical Association (CMA).
 
CME Consultants has provided consultation services to NMC since July 2008 in order to maintain an accredited CME program. CME Consultants' services include:  education of the NMC CME Committee regarding accreditation essentials, coordination of each CME Committee meeting (develop the agenda, take minutes, perform meeting follow-up) via telephone conference, maintain documentation of activity planning, assist in raising grant money, assist NMC in obtaining the services of speakers, and maintain all records relating to CME accreditation, including the CME requirements that are part of the Level II Trauma Center activation.
 
NMC wishes to amend the Agreement with CME Consultants in order to continue to provide ongoing CME at NMC.  The additional $30,000 is equal to the rate of pay times the projected amount of services provided by CME Consultants during the extended term of the Agreement.
 
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Amendment as to legal form and risk provisions. Auditor-Controller has reviewed and approved this Amendment as to fiscal provisions. The CAO-Budget and Analysis Division has advised to inform the BOS the spending authority (appropriations) associated with NMC's FY 2014 Adopted Budget has been exceeded and approval and authorization for modification of NMC's appropriation budget should be presented to the BOS.  Since NMC is an Enterprise Fund, this does not prevent continued expenditures and is not a legal requirement, but it is considered good public policy, transparency and fiscal management. This Amendment has also been reviewed and approved by Natividad Medical Center's Finance Committee on April 24, 2014 and Board of Trustees on May 2, 2014.
 
FINANCING:
The cost of this Amendment is $30,000.  The total not to exceed amount for this Agreement is $245,000; $50,000 was disbursed in Fiscal Year 2008/2009; $27,708 in Fiscal Year 2009/2010 $24,626 in Fiscal Year 2010/2011; $23,350 in Fiscal Year 2011/2012; $23,169 in Fiscal Year 2012/2013; and $30,000 in Fiscal Year 2013/2014. NMC is confirming its appropriations position and if its spending authority has been exceeded will return to the Board.   $30,000 is included in Fiscal Year 2014/2015 Recommended Budget. There is no impact to the General Fund.
