RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Director of Health, or Assistant Director of Health, to execute Amendment No. 6 to the Mental Health Services Agreement A-12493 with Interim, Incorporated for housing, residential treatment, homeless outreach and engagement, and supported education and employment services for adults with serious mental illnesses.  Amendment No. 6 increases the current Agreement amount of $24,760,259 by $60,000 in FY 2015-16 for a new total Agreement amount not to exceed $24,820,259.

 

SUMMARY/DISCUSSION:

Monterey County has contracted with Interim, Incorporated for many years to provide residential treatment programs, supportive housing, and community-based activities that provide normalizing experiences for individuals age 18 and older with serious mental illnesses.  The proposed Amendment No. 6 will provide additional funding for Fixed Rate Services, comprised of the daily “program fee” amount for the Adult Crisis Residential and Dual Diagnosis Residential treatment programs only.  These program fees will be paid by the County for only those individuals whose services have been authorized by the County and who do not have a source of income, most often because they do not meet the eligibility criteria for SSI benefits or General Assistance.  Amendment No. 6 will also revise the Vocational Services for Transition Age Youth (TAY) program to align the population of focus served by this program with the State’s definition of TAY, i.e. 16 to 25 years of age.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: enhance community health and safety by emphasizing prevention; and ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  inform, educate, and empower people about health issues.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed Amendment No. 6 as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (34%), Realignment (34%), Mental Health Services Act (29%), and federal grant funds (3%).  The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget.
