RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Mental Health Services Agreement A-13221 with Interim, Inc. to increase FY 2018-19 amount from $10,192,516 to $14,836,451 (an increase of $4,643,935), and revise the total Agreement of amount from $32,091,595 to $36,735,530 (a total Agreement amount increase of $4,643,935) for the term July 1, 2016 through June 30, 2019.

 

SUMMARY/DISCUSSION:

Monterey County has contracted with Interim, Inc. for many years to provide residential and day treatment programs, supportive housing, homeless outreach, supported education and employment services, peer navigation and community-based wellness and recovery activities that provide normalizing experiences for adults with serious mental illnesses, many of who also have co-occurring substance abuse disorders. The programs provided by Interim, Inc. have been developed in collaboration with the Behavioral Health Bureau in response to community needs identified during local planning processes.  This Amendment No. 3 reflects the recent expansion of Crisis Residential Services as well as the “Bridge House”, the Residential and Day Treatment Programs for adults with co-occurring disorders.  New Medication Support Services will enhance several existing programs.  And, beginning January 2019, utilizing the evidence-based model of Assertive Community Treatment, a new program will provide community based mental health services to adults who are underserved and unable to access or effectively utilize clinic-based treatment to meet their mental health needs, especially those residing in Salinas and South Monterey County.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:

7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Amendment No. 3 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Amendment No. 3 is funded by Mental Health Realignment (39%), Federal Financial Participation (39%), Mental Health Services Act Funds (20%), and federal grant funds (2%).  The funds for FY 2018-19 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2018-19 Requested Budget.
