Adopt a Resolution to:

a. Authorize and direct the County of Monterey (County) to apply for and submit to the State of California Department of Housing and Community Development (HCD) the 2017 NPLH Program Technical Assistance Grant Application released April 10, 2017 in the amount of $100,000.00; and

b. Authorize the Director of Health or Assistant Director of Health to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement) for the amount of $100,000.00, and any and all other documents required or deemed necessary or appropriate to evidence and secure the NPLH Program Technical Assistance Grant, the County’s obligations related thereto, and all amendments thereto (collectively, the “NPLH Technical Assistance Grant Documents”); and

c. Subject County to the terms and conditions as specified in the Standard Agreement, the NPLH Program Technical Assistance Guidelines, the NPLH statute (Welfare and Institutions Code §5849.1 et. seq.), and any applicable NPLH Program guidelines published by HCD; and

d. Authorize the Director of Health or Assistant Director of Health to execute the County of Monterey NPLH Program Technical Assistance Grant Application, the NPLH Program Technical Assistance Grant Documents, and any amendments thereto, on behalf of the County as required by HCD for receipt of the NPLH Program Technical Assistance Grant, and to sign and execute any and all related invoices on behalf of the County.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

a.                     Authorize and direct the County of Monterey (County) to apply for and submit to the State of California Department of Housing and Community Development (HCD) the 2017 NPLH Program Technical Assistance Grant Application released April 10, 2017 in the amount of $100,000.00; and

b.                     Authorize the Director of Health or Assistant Director of Health to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement) for the amount of $100,000.00, and any and all other documents required or deemed necessary or appropriate to evidence and secure the NPLH Program Technical Assistance Grant, the County’s obligations related thereto, and all amendments thereto (collectively, the “NPLH Technical Assistance Grant Documents”); and

c.                     Subject County to the terms and conditions as specified in the Standard Agreement, the NPLH Program Technical Assistance Guidelines, the NPLH statute (Welfare and Institutions Code §5849.1 et. seq.), and any applicable NPLH Program guidelines published by HCD; and

SUMMARY/DISCUSSION:

The California Department of Housing and Community Development (HCD) announced availability of grants or loans via their No Place Like Home (NPLH) initiative. The NPLH Program provides loans and grants to counties investing in permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or are at risk-of chronic homelessness within their jurisdiction. The amount of the TA Grant awards will vary by county, based on population. Counties must apply for funds by the application deadline of September 30, 2017, to qualify for a grant.

 

The purpose of the NPLH Program is to provide financing for acquisition, design, construction, rehabilitation and preservation costs, and to capitalize operating reserves for permanent supportive housing for individuals living with a serious mental illness who are homeless, chronically homeless, or at-risk of chronic homelessness

 

In advance of HCD’s release of its NPLH program request for proposals, the HCD has issued guidelines to implement and interpret the technical assistance component of the NPLH Program. 

 

Monterey County, as a county of between 200,000 and 750,000 population, has been allotted $100,000.00 in technical assistance funds that can be used to plan, design, apply for, and implement an NPLH project to develop permanent, supportive housing for homeless, chronically homeless, and at-risk for chronic homelessness adults, families with children and youth, and unaccompanied youth under age 25.

 

Some of the many allowable NPLH technical assistance grant fund uses include:

 

                     Hiring staff or consultants to identify potential sites, developers, sponsors, and brokering relationship and coordinating activities between housing authority, service providers, affordable housing developers, coordinated entry systems, and sources of capital.

                     Coordinating and partnering with service providers.

                     Creating or enhancing developer capacity.

                     Assessing Technical Assistance and training needs.

                     Providing cross-training opportunities between housing, behavioral health, and other county provider agencies.

                     Funding programs that support the creation and operation of housing for Target Population.

                     Understanding the unique procedures and protocols.

                     Assistance for creating Continuums of Care or to create or strengthen Coordinated Entry System.

                     Linking the Continuums of Care Homeless Management Information Systems to the Coordinated Entry System.

                     Coordinating NPLH funding with other local, federal and state funding sources.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative:   1.)  Empower the community to improve health through programs, policies, and activities.  It also supports one or more of the ten essential public health services, specifically:  4.)  Mobilize community partnerships and action to identify and solve health problems; and 7.)  Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed this report. Other agency involvement may include the County Administrative Office, Department of Social Services, Economic Development Department, the Coalition of Homeless Services Providers and other affordable housing and homeless services providers.

 

FINANCING:

There is no General Fund contribution resulting from this Board action.
