RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute amendment No. 2 to the agreement (A-13073) with Clinical Computer Systems Inc for OBIX perinatal monitoring and data systems services, extending the agreement an additional one (1) year period (April 1, 2026 through March 31, 2027) for a revised full agreement term of April 1, 2016 through March 31, 2027, and adding $51,449 for a revised total agreement amount not to exceed $448,293.

 

SUMMARY:

 

Natividad Medical Center has used the OBIX Perinatal System since 2011. This product supports continuous fetal and maternal monitoring in the Labor and Delivery Unit. The OBIX System provides central, bedside, and remote monitoring, allowing clinicians to closely watch patients during labor and respond quickly when needed.

 

Continuous fetal surveillance monitoring is required for caring and managing both high and low risk laboring patients and is the standard of care per Association of Women’s Health, Obstetric and Neonatal Nurses (AWHONN), American College of Obstetricians and Gynecologists (ACOG), and American Academy of Pediatrics (AAP) guidelines.

 

This request is for a 1-year extension of maintenance and support services. The vendor will continue to provide technical support, software updates, and upgrades. Clinical Computer Systems represents OBIX and provides the support and maintenance that is needed.

 

DISCUSSION

OBIX is essential for daily operations in Labor and Delivery. It supports efficient clinical workflows, integrates with our electronic health record, MEDITECH, and helps to maintain consistent, safe, monitoring practices.

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel has reviewed and approved this amendment No. 2 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The amendment No. 2 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on March 6, 2026.

 

FINANCING:

 

The cost for this amendment No. 2 is $51,449 of which $51,449 is included in the FY 2025-26 Adopted Budget. There is no impact on the General Fund with this action.
