RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve Amendment No. 13 to the Agreement between the County of Monterey and American Medical Response West for the provision of Advanced Life and Basic Life Support Ambulance Services for the County of Monterey (Agreement No. A-110610) to extend the Agreement term to January 31, 2026, implement a 4.4% rate increase, and remove the current Exhibit B (Monterey County Rate Tables) and replace it with a new Exhibit B (Monterey County Rate Tables); and

b. Authorize the Director of Health Services or designee to execute Amendment No. 13 to the Agreement between the County of Monterey and American Medical Response West for the provision of Advanced Life and Basic Life Support Ambulance Services for the County of Monterey.

 

SUMMARY/DISCUSSION:

On December 15, 2009, the Board of Supervisors awarded the Agreement for the provision of Advanced Life and Basic Life Support Ambulance Services for the County of Monterey to American Medical Response West (AMR). This Agreement is set to expire on June 30, 2025.    The EMS Agency submitted the RFP to the Emergency Medical Services Authority (EMSA) for approval in June 2025 and is currently working on making the necessary changes to obtain the approval needed. This short-term extension is needed to allow the EMS Agency enough time to secure approval on the RFP from the Emergency Medical Services Authority (EMSA) and to ensure there is ample time to conduct the RFP.

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals: 2. Enhance public health and safety through prevention and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one of the ten essential public health services, specifically, 7. Link people to need personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Risk Management have reviewed proposed Amendment No. 13 to Agreement A-11610 as to legal form and fiscal provisions, respectively.

FINANCING:

There is no cost to the General Fund for this agreement.
