b. Approve the delegation of authority to the Director of Health or Assistant Director of Health to act on the County’s behalf to carry out and consummate all transactions contemplated during the full grant period.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health or Assistant Director of Health to execute the Investment in Mental Health Wellness Grant Program for Children and Youth (“Grant Program”) Grant Agreement No. CY MONT-01 with California Health Facilities Financing Authority (CHFFA), accepting a CHFFA Grant Program award for the development and implementation of a Mobile Crisis Support Team program in the total grant amount of $485,275.90 for the full grant period retroactive May 30, 2019 through June 30, 2026; and

b. Approve the delegation of authority to the Director of Health or Assistant Director of Health to act on the County’s behalf to carry out and consummate all transactions contemplated during the full grant period.

 

SUMMARY/DISCUSSION:

The County of Monterey applied for the CHFFA Grant Program to fund the development and implementation of a Mobile Crisis Support Team to respond to children and youth with psychiatric emergencies and provide appropriate crisis support and intervention.  On June 24, 2019 CHFFA approved a Grant Program final allocation amount of $485,275.90 for the grant period of May 30, 2019 through June 30, 2021.

 

On September 17, 2019, through Board Resolution No.: 19-315, the Board of Supervisors ratified the submittal of a grant application to CHFFA and approved execution of a proposed grant agreement for the total grant amount of $485,275.90 for the grant period of May 30, 2019 through June 30, 2021. Before the proposed agreement could be executed, CHFFA submitted a revised proposed Grant agreement with a full grant period of May 30, 2019 through June 30, 2026 for the same total grant amount. Behavioral Health seeks approval of the revised proposed Grant Agreement full grant period.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Grant Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

The Grant Program provides a total amount of $485,275.90 for the full grant period May 30, 2019 - June 30, 2026.  Additionally, the MCST program will be funded by Federal Participation (FFP) and Mental Health Services Act (MHSA) funds to assist with the launch and sustainability of the program.  Due to the timing of the grant award there is no provision for the related program activities in the Department’s FY 2019-20 Adopted Budget.   The Department will monitor expenditures and will evaluate the need to increase appropriations at mid-year.  The FY 2020-21 through FY 2025-26 provisions for grant activities will be included in the Health Department, Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 through FY 2025-26 Requested Budgets
