RECOMMENDATION:
It is recommended the Board of Supervisors:
Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or his designee to execute renewal & amendment No. 2 to the agreement with HPC International, Inc. dba HPC for medical librarian services, extending the agreement an additional 6-month period (July 1, 2025 through December 31, 2025) for a revised full agreement term of May 1, 2022 through December 31, 2025, and adding $31,620 for a revised total agreement amount not to exceed $214,004.
SUMMARY:
Natividad Medical Center will receive a comprehensive suite of library support services through HPC. These services are designed to enhance access to medical literature and maintain a current and functional virtual library presence for staff and providers. HPC will provide a range of services including library management, subscription oversight, and budget monitoring to ensure the library remains current and cost-effective. They will maintain and update the virtual library webpage monthly to keep content accurate and relevant. A master’s-trained medical librarian will offer on-demand research support, literature searches, article requests, and manage InterLibrary Loan services and general inquiries.
DISCUSSION
The services provided by HPC are highly beneficial to Natividad Medical Center as they ensure consistent access to current medical literature, support informed clinical decision-making, and maintain a well-managed library system. By overseeing subscriptions, developing the collection, and helping manage the library budget, HPC helps maintain a cost-effective and relevant resource for staff. Monthly updates to the online library webpage ensure that content remains accurate and accessible. Additionally, having a qualified librarian available for research support, article requests, and document delivery enhances staff efficiency and promotes evidence-based care. These services indirectly benefit patients by supporting clinicians with timely access to reliable medical information, which can improve the quality of care. Regarding the renewal and amendment of the expired agreement, the delay in timely amendment was due to internal administrative processing and prioritization of urgent operational needs. Natividad Medical Center has since taken steps to ensure future agreements are reviewed and updated in a timely manner.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this renewal and amendment No. 2 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The renewal and amendment No. 2 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on October 3, 2025.
FINANCING:
The cost for this renewal and amendment No. 1 is $31,620 which is included in the FY 2025-26 Adopted Budget. There is no impact on the General Fund with this action.
