Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Memorandum of Understanding with San Ardo Union Elementary School District to promote Safe Routes to School community education for the term upon execution through November 30, 2028 at no cost to the County of Monterey; and

b. Approve a non-standard Agreement as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to three future amendments that do not significantly change the scope.

 

SUMMARY/DISCUSSION:

The Active Transportation Program (ATP) was created by California Senate Bill 99 (Chapter 359, Statutes of 2013) and Assembly Bill 101 (Chapter 354, Statutes of 2013) to encourage increased use of active modes of transportation. In September 2013, the State of California consolidated certain existing federal and state transportation programs into a single “Active Transportation Program” (SB 99 and AB 101). The ATP encourages increased bicycling and walking as a means of transportation, increased safety and travel options for people who travel by vehicle, enhances public health with a special emphasis on reducing childhood obesity, and ensures that disadvantaged communities fully benefit from the program.

 

On June 14, 2022, the County of Monterey Board of Supervisors approved the submittal of grant applications to California Department of Transportation (Caltrans) for Active Transportation Program (ATP) Grants. In June 2022, in collaboration with the County of Monterey Health Department, the County of Monterey Department of Public Works, Facilities and Parks (PWFP) submitted applications to Caltrans for ATP grant funds including infrastructure and non-infrastructure projects in San Ardo, Chualar, and Castroville. In December 2022, the California Transportation Commission approved funding for these three PWFP projects (San Ardo, Chualar, and Castroville).

 

The non-infrastructure portion of the San Ardo Community and School Connections Through Active Transportation Project consists of the Health Department engaging the community to provide guidance for project outcomes and developing and executing a Safe Routes to School  community education component to encourage active modes of transportation among residents. Education delivery methods will include community workshops, stakeholder meetings, presentations for children, adults, and seniors, and Walk to School Days. Topics will include discussions on pedestrian and bicyclist safety and community health and wellness. These grant funded activities will be led by the Health Department and will take place primarily at San Ardo Elementary School.  

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals: 1. Build community power and partners’ capacity to increase equity and improve health. It also supports two of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; and 4. Strengthen, support, and mobilize communities and partnerships to improve health.

OTHER AGENCY INVOLVEMENT:

The Offices of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

There is no exchange of funds between parties associated with this Agreement.  County costs are 100% grant funded by ATP6.  There is no impact on the General Fund from the approval of this action.  Health’s FY 2024-25 Adopted Budget (001-4000-8124-HEA003) includes appropriations for this Agreement. Appropriations will be requested for the FY2025-2026 to FY2027-2028 Proposed Budgets.
