RECOMMENDATION:
It is recommended that the Board of Supervisors receive a report on the Monterey County Sheriff’s Office Emergency Purchase Order for Generator Failure.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) is responsible for the safety and security of incarcerated inmates as well as the safety of its staff and the public.
On October 16, 2019, the power for the jail facility (which is supplied by PG&E) failed, the facility utilized its generator until it also failed. Once the generator failed the main control for the jail doors and camera system in the main jail (where most of the inmates are housed) went out. An EPO request was submitted and approved.
On February 6, 2020, an updated EPO for the generator failure was submitted and approved.
The following vendors were utilized due to the generator going out:
1. United Rentals - Generator, rented a generator to supply backup power until the pad could be built for the new generator and to supply power in case of another outage. The generator was on-site through the first week of February 2020. $88,735.43
2. Johnson Electronics - Called to troubleshoot various failures of the camera hardware upon restoration of power to the system. The cameras are utilized to ensure the safety and security of the facility. $440.00
3. Eaton - Called to troubleshoot the uninterruptable power supply, determined that a tech needed to be dispatched. Supplied equipment, replacement parts and technician. $4,574.26
4. CDW - The uninterruptable power supply (UPS) was damaged because of the PG&E and generator failure, so a temporary UPS was purchased and installed by Sheriff IT staff in order to get main jail door controls and cameras operational until the permanent UPS could be repaired. $7,060.59 (paid via credit card)
5. Collins Electric - Connected all the high voltage electrical wires for the facility to the temp generators (the initial small generator from Quinn and the large generator from United Rentals). $2,525.00
6. Quinn - determined that part of the generator that failed was not repairable. Provided a very small generator which was enough to get lights on until a bigger generator arrived. $1,431.60
OTHER AGENCY INVOLVEMENT:
The County Purchasing Office has reviewed this document.
FINANCING:
The total cost of the Emergency Purchase Order for Generator Failure was $104,766.88. This was an unbudgeted expenditure that was taken out of the FY 2019-20 approved budget. The Sheriff’s Office is doing its best to absorb this $104,766.88 in the approved budget but may need to come back to the Board before the end of the Fiscal Year to request for an additional Appropriation and Funding should there be more unexpected charges from now to the end of this Fiscal Year.
