a. Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with ODD-Fellow Rebekah Children's Home of California for the provision of mental health services to Monterey County residents in the amount of $998,257 for Fiscal Year (FY) 2013-14, $998,257 for FY 2014-15, and $998,257 for FY 2015-16, for a total Agreement amount of $2,994,771; and
b. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work or result in an increase to the General Fund Contribution.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with ODD-Fellow Rebekah Children's Home of California for the provision of mental health services to Monterey County residents in the amount of $998,257 for Fiscal Year (FY) 2013-14, $998,257 for FY 2014-15, and $998,257 for FY 2015-16, for a total Agreement amount of $2,994,771; and

SUMMARY/DISCUSSION:
This new Mental Health Services Agreement with ODD-Fellow Rebekah Children's Home of California replaces Agreement A-11713 which expires on June 30, 2013. ODD-Fellow Rebekah Children's Home of California provides mental health services, day treatment, medication support, case management, Group Home RCL 14 Board and Care, and Residential Treatment Services to Monterey County Medi-Cal eligible youth in accordance with the client's individual education plan and other identified needs. The current contract census allows for two to five placements depending on the program.
ODD-Fellow Rebekah Children's Home of California provides services to those who require the highest level of residential care. The goals for the services provided in this Agreement are to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.
OTHER AGENCY INVOLVEMENT:

FINANCING:
Medi-Cal, Mental Health Services Act (MHSA), and Special Education Local Planned Area (SELPA) fund this Agreement. This Agreement is for $998,257 for Fiscal Year (FY) 2013-14, $998,257 for FY 2014-15, and $998,257 for FY 2015-16, for a total Agreement amount of $2,994,771. The funds for FY 2013-14 have been included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Recommended Budget for Fiscal Year 2013-14.
