RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to accept grant funds from The California Endowment in the amount of $399,710 to implement the Building Institutional Leadership to Realize Health Equity program for the period of February 12, 2013 through February 11, 2014; and
b.      Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly alter the scope of services or result in an increase in County General Fund Contribution.
 
SUMMARY/DISCUSSION:
On June 25, 2012 the Monterey County Health Department (MCHD) informed the Board of Supervisors of an invitation received by The California Endowment (TCE) for the submittal of a grant proposal to address health disparities in Monterey County. In that proposal, MCHD outlined the use of a Health in All Policies (HiAP) approach to create greater access to health, diminish health disparities and focus on prevention in the county. This is a collaborative strategy that joins together systems and sectors using a health-oriented approach. It has been used by the California Public Health Department and other health departments across the state in addressing the root causes of health disparities.
 
HiAP recognizes the influence that the social, physical and economic environment plays in population health outcomes. Health equity can be achieved by intentionally considering the health-related impacts in the development of programs and policy recommendations in these areas. The use of HiAP in Monterey County was included in the MCHD's Strategic Plan which was approved by the Board of Supervisors on December 13, 2011. The plan identified three initiatives: 1) Empower the community to improve health through programs, policies and activities 2) Enhance community health and safety by emphasizing prevention and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. HiAP speaks to all three initiatives. The TCE grant funds will be largely used to implement educational and leadership opportunities with the goal of empowering the community to take action in health prevention activities. In addition, funds will be used to ensure community and cross-sector participation in MCHD efforts to integrate health considerations across all sectors in order to achieve improved health outcomes for all county residents.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions respectively.  A copy of the Agreement is on file with the Clerk of the Board.

This Agreement is fully funded by The California Endowment.
