a. Accept three Grant Awards of $333,278; $227,941; and $266,452 respectively for $827,672 in total from The California Department of Health Care Services (DHCS) for the continued implementation of an in-house Mentored Internship Program (“MIP”), to assist in the treatment and recovery of patients with substance use disorders or co-occurring disorders and to support statewide expansion of California’s behavioral health workforce; and
b. Approve and authorize the Director of Health Services or designee to execute Subcontract Agreements, ID No. 7438-BHWD-MONTEREY - (MIPRD2)-01G (MIPMOB1); ID No. 7438-BHWD-MONTEREY - (MIPRD2)-02G (MIPMOB2); ID No. 7438-BHWD-MONTEREY - (MIPRD2)-03G (MIPMOB3) between the County of Monterey (“County”) and Advocates for Human Potential, Inc. (“AHP”), the administrative entity for the MIP, for professional services to be performed by County as an AHP subcontractor, for a retroactive term of October 1, 2023 through December 31, 2024, in the amount of $827,672; and
c. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% of the original Subcontract Agreement amount ($82,767) and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Accept three Grant Awards of $333,278; $227,941; and $266,452 respectively for $827,672 in total from The California Department of Health Care Services (DHCS) for the continued implementation of an in-house Mentored Internship Program (“MIP”), to assist in the treatment and recovery of patients with substance use disorders or co-occurring disorders and to support statewide expansion of California’s behavioral health workforce; and
b. SUMMARY/DISCUSSION:
The California Department of Health Care Services (DHCS) Behavioral Health Workforce Development (BHWD) established a grant for Mentored Internship Program (MIP) to develop and implement an in-house MIP to assist in building a workforce to ensure well-prepared diverse providers are available to deliver high-quality services to members of the community.
The County of Monterey Health Department was awarded a Round 1 award on March 10, 2022, for a total amount of $1,193,550 to start the in-house MIP program in Salinas, Marina, and King City. On May 26, 2023, the County of Monterey Health Department received a preliminary funding notice for a Round 2 of awards due to the organization’s continued participation in the MIP project.
On September 22, 2023, the County of Monterey Health Department received an official Round 2 award notice. The period of performance was stated to be October 1, 2023 through December 31, 2024. Funding would again be administered through a contract with Advocates for Human Potential, Inc. (AHP). AHP issued its agreement and modifications, with County as subcontractor, on December 14, 2023, with a retroactive term of October 1, 2023 through December 31, 2024. At the request of the contractor, the contract term cannot be changed.
The Monterey County Behavioral Health Bureau (“MCBH”) is excited to continue the program to provide mentoring to students who could one day join the MCBH workforce and provide behavioral health services. Approval of the recommended action will allow MCBH to receive the second round of funding and meet the need for quality services and behavioral health care access for our community.
This work supports one of the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs; and supports one of the ten essential public health services, specifically: 8. Assure competent public and personal health care workforce.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel reviewed and approved as to form. Auditor-Controller reviewed and approved as to financial terms.
FINANCING:
This Agreement is funded by DHCS Grant funds. The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2023-24 Adopted Budget. The funds for FY 2024-25 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Proposed Budget.
