Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Accept and approve the Emergency Medical Care Committee’s Annual Report for 2024.

SUMMARY/DISCUSSION:

The Emergency Medical Care Committee (EMCC) of the Monterey County Emergency Medical Services (EMS) Agency completed its Annual Report for the 2024 activities of the EMCC. This

report, in conjunction with the EMS Agency’s 2024 Annual Report to the Board of Supervisors, is intended to fulfill the annual reporting requirements for emergency medical care committees established in California Health and Safety Code 1797.276.

The EMCC advises the Board of Supervisors and the EMS Director on EMS system issues, ensures that all EMS constituents are actively engaged in the decisions regarding EMS system resources, and provides input on the development and implementation of the County of Monterey’s EMS policies, protocols, and procedures.

This report is presented to keep the Board of Supervisors and other County officials informed about the work done by the EMCC. This Annual Report covers the period of January 1, 2024 through December 31, 2024.

During the reporting period, the EMCC was involved in or kept its membership informed of several important initiatives including: EMS system quality improvement (QI) activities; Ambulance contractor (AMR) response time compliance; Fire-based ambulance service providers 90th percentile response times; disaster radio/communications testing; MHOAC disaster-related trainings and planning; rates of provision of CPR from bystanders in the County; behavioral crisis support response; and other topics as described in the report

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It is in support of one or more of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable, and 9. Evaluate the effectiveness, accessibility, and quality of personal and population-based health services.
