Ratify Approval of Amendments to the Memorandum of Understanding regarding the Monterey County Joint Gang Task Force.

RECOMMENDATION:
It is recommended that the Board of Supervisors ratify approval of amendments to the memorandum of understanding (MOU) regarding the Monterey County Joint Gang Task Force.
 
SUMMARY:
Amendments to the Monterey County Joint Gang Task Force MOU are needed to reflect changes in agency participation and to clarify agency obligations and other operational issues.
 
DISCUSSION:
In order to combat gang violence in Monterey County, a Joint Gang Task Force was formed in 2005 under an MOU that included the City of Salinas, the County of Monterey, the Monterey County Sheriff's Office, the Monterey County Probation Department and the Monterey County District Attorney. The purpose of the Joint Gang Task Force was to engage in enforcement and investigative activities targeting gang related crimes, specifically violent crimes in the County and within various municipalities within the County. As the Joint Gang Task Force began operations, additional agencies joined the partnership, including the California Highway Patrol (2006), the Cities of Seaside and Soledad (2008) and the FBI (2009). Due to funding constraints, the Cities of Seaside and Soledad withdrew from participation in 2010.  With the withdrawal of some agencies and the roles of the remaining agencies changing through the course of Joint gang Task Force operations, the MOU needs to be amended to clarify which agencies are participating and to update each agency's respective obligations and other operational issues relative to the Joint Gang Task Force. Under the amended MOU, the County would provide the following: One Sheriff's sergeant, four Sheriff's Deputies, one Deputy District Attorney IV and two Probation officers.  The Sheriff, District Attorney, Chief Probation Officer and Board of Supervisor's Task Force appointee have all executed the amended MOU.
 
OTHER AGENCY INVOLVEMENT:
The Monterey County Joint Gang Task Force Steering Committee and the City of Salinas have approved the changes reflected in the amended MOU.
 
FINANCING:
The various County staff allocated to the Joint Gang Task Force are presently funded positions. Approval of the amended MOU will not create an impact to the General.
