RECOMMENDATION:
It is recommended that the Board of Supervisors, acting on behalf of County Service Area 25 - Carmel Valley Golf & Country Club:
 
a. Authorize the Auditor-Controller to amend the budget for County Service Area 25 - Carmel Valley Golf & Country Club, Fund 062, Appropriation Unit RMA058, Account 6311 for FY 2013-14 by increasing appropriations by $144,248 (4/5th vote required);
 
b. Authorize the Auditor-Controller to incorporate approved appropriations and estimated revenue modifications to the FY 2013-14 Budget, and the County Administrative Office to reflect the approved changes in the FY 2013-14 Adopted Budget;
 
c. Adopt Plans and Special Provisions for the CSA 25 Street Improvements, Project No. 13-812527; and
 
d. Authorize the Director of Public Works to advertise the “Notice to Bidders” in the Monterey County Weekly.
 
SUMMARY/DISCUSSION:
Representatives of the County Service Area 25 - Carmel Valley Golf & Country Club (CSA 25) homeowners associations and Quail Lodge Resort & Golf Club have requested an improvement project for the County Service Area (CSA) consisting of installing speed tables on Valley Greens Drive and replacement of sidewalk, curb and gutter at various locations in the community.  The project construction cost is estimated at $144,248, and funds need to be appropriated for FY 2013-14.
 
Appropriating $144,248 in Fund 062 would result in $213,615 Unappropriated Fund balance; a 40% reduction.  The resulting Unappropriated Fund balance is approximately 14 times the annual operating budget $15,000 for CSA 25.  The current revenue projections are approximately double the projected expenses resulting in an increase of approximately $15,000 per year to the Unappropriated Fund.
 
Adoption of the Plans and Special Provisions to the Standard Specifications will authorize the Resource Management Agency - Public Works to proceed with advertising for the CSA 25 Street Improvements, Project No. 13-812527.  The bid opening is set for June 13, 2013, at 3:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  
 
Once bids are received and reviewed, a second Board Report will be prepared for September 2013 to request that the project be awarded.  Project construction is estimated to begin in September 2013.
 
The Project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and sidewalks, which involves no expansion of an existing use. (See CCR Section 15301, Existing Facilities)
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor Controller, and Risk Management, have reviewed and approved the Special Provisions as to form, fiscal terms, and insurance provisions, respectively.
 
FINANCING:
There is no financial impact to the General Fund.  Total estimated project cost, including project management, engineering, and construction, is $186,172.  There are sufficient appropriations in the FY13 adopted budget for the design in the amount of $41,924.  There are sufficient funds available in the CSA 25 fund balance to accommodate the increase in the FY2013-14 appropriations.
