Title: a. RECOMMENDATION:

a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a three (3) year agreement between the Sheriff’s Office and Quinn Company dba Quinn Power Systems in the amount of $60,000.00, to provide preventative maintenance services, load bank testing and emergency repair services from August 25, 2021 to June 30, 2024; and

 

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to two (2) future one (1) year amendments to the agreement where the amendments do not significantly change the scope of work, and where the amendments do not increase the contract value more than $25,000.00 per amendment for a maximum, not to exceed amount of $110,000.00.

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff/Coroner’s Office (MCSO) request approval of this agreement.

 

The MCSO has four generators, each if which is equipped with an automatic transfer switch, which supply power in case of a power failure, State of Emergency shut down, rolling blackouts, etc. Since the MCSO is a 24-hour facility like the Natividad Hospital and 911, generators require regular periodic maintenance and testing by a certified technician to ensure performance reliability in case they are needed, and to ensure compliance with air quality regulations.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed as to legal form, and the Auditor/Controller has reviewed for fiscal provisions. Public Works, Facilities and Parks has reviewed and approves this agreement.

 

FINANCING:

The FY 2022 portion of this contract was included in the FY 2021-22 adopted budget.  There is no impact in General Fund Contribution resulting from this Board action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Generators are used to provide back-up power for critical equipment for various sites throughout the County including sewer system pump stations, courthouses, and other critical equipment locations in the event of a power outage. Proper maintenance of the generators is necessary to ensure they are in proper working order when outages occur.
