RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve Amendment No. 11 to Professional Services Agreement No. A-10547 with Pacific Municipal Consultants (PMC) where the Base Budget is increased by $36,100.00 to $521,654.00 and the Contingency budget is increased by $5,415.00 to $85,977.00 for a total amount not to exceed $607,631.00 to complete new tasks associated with the final editing, including peer review of four (4) technical sections, response to comments and meeting assistance and attendance, of the Environmental Impact Report (EIR) for the Ferrini Ranch Subdivision (PLN040758), in the Toro Area Plan near Salinas, for a term through February 28, 2014;

SUMMARY:
A synopsis of this Professional Services Agreement and Reimbursement Agreement is found in Attachment C. The Environmental Impact Report is being prepared for a subdivision in the Toro area.
 
DISCUSSION:
An increased budget has been negotiated to include new tasks associated with the final editing of the EIR for the Ferrini Ranch Subdivision.  Amendment No. 11 to Professional Services Agreement No. A-10547 (PSA) and Amendment. No. 11 to Reimbursement Agreement No. A-10548 (RA) provides for the addition and reimbursement of these new tasks.  Amendment No. 11 will increase the PSA by $41,515.00 ($36,100.00 base budget plus a $5,415.00 contingency fee), for a total amount not to exceed $607,631.00 and will increase the RA by $58,843.00 ($36,100 base budget plus a $5,415.00 contingency fee and $17,328.00 for surcharge), for a total amount not to exceed $856,585.40 through February 28, 2014.

FINANCING:
Pursuant to the terms of the RA with Domain Corporation, Project Applicant, and the County, the expenses of PMC and County departments to complete the EIR associated with the Ferrini Ranch Subdivision will be reimbursed through budgets established in the RA with the Project Applicant.  There will be no impact to the General Fund.
