RECOMMENDATION:
It is recommended that the Board of Supervisors authorize the County Counsel to execute amendment no. 1 to the Agreement for specialized legal services with the law firm Liebert Cassidy Whitmore, extending the agreement for an additional one year (to December 31, 2020) and adding $105,000 to the agreement for a total amount not to exceed $200,000.
SUMMARY/DISCUSSION:
The County previously entered into an agreement with the law firm of Liebert Cassidy Whitmore in an amount not to exceed $95,000 to provide legal services related to labor negotiations with the various bargaining units within the County. The agreement was for the term November 1, 2018, through December 31, 2019. The initial funds provided in the agreement are near exhaustion, and an additional funding in the amount of $105,000, for a total contract amount not to exceed $200,000, is necessary based on the current status of labor negotiations. In addition, other specialized legal services from the firm related to general employment law issues will be required in the coming year, and a one-year extension of the agreement term, through December 31, 2020, is appropriate for that purpose.
OTHER AGENCY INVOLVEMENT:
Human Resources, which is the lead for the County in labor negotiations, concurs in the recommendation.
FINANCING:
The Human Resources Department will monitor their appropriations in the course of the year and will return to the Board for necessary increase appropriations, taking into consideration any unforeseen savings.
