Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a one (1) year Memorandum of Understanding with the Monterey County Office of Education for the Monterey County Health Department, Behavioral Health Bureau to provide partial funding and consultation for the Positive Behavioral Intervention and Supports (PBIS) program implementation in South Monterey County school districts for Fiscal Year (“FY”) 2017-18, for a total Agreement amount not to exceed $50,000 for the term August 1, 2017 through June 30, 2018; and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($5,000) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

PBIS is a behavioral support system approach for instituting a decision-making framework and leadership team at both the district and school level to establish positive behavioral practices through training, coaching and data evaluation methods for improving behavior outcomes for all students.  The goals of PBIS are to reduce problem behaviors within the learning environment to ensure students’ educational success, reduce bullying and violence on school campuses, decrease the number of students suspended and expelled, increase teacher confidence and reduce staff turnover, and improve school climate and student attendance.

 

In FY 2010-11, the Monterey County Health Department Behavioral Health Bureau (MCBH) initiated the first PBIS program for participating school districts within Monterey County.  In FY 2012-13, MCBH, in partnership with the Monterey County Office of Education (MCOE), began planning the eventual implementation of PBIS throughout the Monterey County education system, resulting in MCOE acting as the lead agency for all PBIS implementations.  MCOE began the implementation of PBIS for South Monterey County School Districts in 2015.  In FY 2016-17, MCBH entered into a Memorandum of Understanding (MOU) with MCOE to provide Mental Health Services Act Innovations funding to support the PBIS implementation in South Monterey County School Districts which include Gonzales Union School District, Greenfield Union School District, King City Union School District, San Ardo Union School District, Soledad Unified School District and South Monterey County Joint Union High School District.

 

MCBH requests approval to provide Realignment funding to support the PBIS implementation in South Monterey County School Districts by MCOE during FY 2017-18.   Approval of this MOU means MCBH shall provide MCOE with continued consultation, on-going monitoring and evaluation as well as regular reflective oversight of the PBIS program to ensure goals and expected outcomes are being met. 

 

This MOU contains a 30-day “without cause” provision (Section IV), which provides that either the County or MCOE may cancel the MOU.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 1) Empower the community to improve health through programs, policies, and activities.  It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems; and 5) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively. 

 

FINANCING:

This Agreement is funded by Realignment funds ($50,000).  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 Requested Budget.
