a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with the Mexican American Opportunity Foundation for $134,223 for Maintenance of Effort for child care services for the period July 1, 2013 - June 30, 2016; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this Agreement that do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
A .Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with the Mexican American Opportunity Foundation for $134,223 for Maintenance of Effort for child care services for the period July 1, 2013 - June 30, 2016; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this Agreement that do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides funding for child care and development services for children who are at risk of abuse, neglect, or exploitation, and are receiving Child Welfare services from the County, or children who are from low-income families.
As per the California Education Codes 8279 and 8279.1, the County, at a minimum, must maintain the level of expenditures for child development services provided by the County during the 1970-71 fiscal year.
OTHER AGENCY INVOLVEMENT:
The agreement has been reviewed and approved by the Auditor-Controller and Purchasing. County Counsel has approved the agreement as to form.
FINANCING:
The Maintenance of Effort of $44,741 each year for this program is a requirement of Education Code 8279. Sufficient appropriations and County General Contribution in SOC004 are included in the FY 2013-2014 Adopted Budget. There is no additional impact to the County General Contribution.
