RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Emergency Management or designee to execute a Standard Agreement with ESi Acquisition, Inc. retroactive to August 1, 2023, for the provision of software maintenance and support for WebEOC and its associated Maps Add-On for a total not-to-exceed amount of $41,093 for the term of August 1, 2023, to July 31, 2025.
SUMMARY/DISCUSSION:
WebEOC is a comprehensive emergency management software that functions to help agencies and organizations maintain a common operating picture before, during, and after emergency activations. The Department of Emergency Management (DEM), formerly the Office of Emergency Services (OES), purchased WebEOC software in 2013 for a one-time fee and an ongoing annual support and maintenance fee for technical support and regular software maintenance and updates.
In order to fully comply with the requirements set forth by the County of Monterey Auditor-Controller’s Office, DEM is seeking to establish a formal agreement with ESi Acquisition, Inc. for the provision of software maintenance and support for WebEOC and its associated Maps Add-On. DEM and ESi Acquisition, Inc. mutually desire to retroactively instate the agreement to August 1, 2023, as delays have prevented implementation of said agreement, and ESi Acquisition, Inc. has provided consistent services in good faith since that date. This agreement will have a total not-to-exceed amount of $41,093 for the term of August 1, 2023, to July 31, 2025.
OTHER AGENCY INVOLVEMENT:
County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.
FINANCING:
The cost for this Agreement will be absorbed by the Department of Emergency Management (DEM001, Unit 8588) FY 2023-24 Adopted Budget.
