b. Authorize and direct the Auditor Controller to amend the Sheriff’s Fiscal Year (FY) 2024-25 Modified Budget in Fund 001, Appropriation Unit SHE003 amounting to $992,317 respectively financed by a release of $992,317 from the CalAIM JI Grant Round 3.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution to approve and authorize the increase in appropriations of the Sheriff’s Office FY2024-25 Modified Budget in Fund 001, Appropriation Unit SHE003, amounting to $992,317 to fund the Sheriff’s Office Re-entry Resource Center modular building, for Pre-Release Services and outreach programs at the Monterey County Jail; and
b. Authorize and direct the Auditor Controller to amend the Sheriff’s Fiscal Year (FY) 2024-25 Modified Budget in Fund 001, Appropriation Unit SHE003 amounting to $992,317 respectively financed by a release of $992,317 from the CalAIM JI Grant Round 3.
SUMMARY/DISCUSSION:
The Sheriff’s Office is constructing a Re-entry Resource Center at the County Jail site that will provide essential services to individuals transitioning from incarceration, helping them reintegrate into the community by offering resources such as employment training, counseling, housing support, and legal assistance meeting the obligations set forth in the CalAIM JI Grant Round 3 proposal submitted to the State of California . This initiative is a key part of our commitment to supporting vulnerable populations and reducing recidivism rates within our community. This is also in alignment with the CalAIM Justice Involved initiative mandated by the State.
The Sheriff’s Office was awarded $5,000,000 in CalAIM JI Grant Round 3 funds and previously allocated $1,661,095 ($1,031,095 salary; $630,000 Resource Center) into its FY2024-25 approved budget. These funds are critical for covering the costs, totaling $1,960,073, for the installation and opening of the Re-entry Resource Center Job Order Contracts (JOC) project. By releasing these funds awarded to the Sheriff’s Office in CalAIM JI Grant Round 3, the Sheriff’s Office will be able to move forward with the necessary infrastructure and ensure the timely implementation of this vital program prior to the end of this fiscal year to serve our incarcerated population pre and post release.
This item will be presented to the Capital Improvement Committee at the March 10, 2025 meeting and to the Budget Committee at the March 17, 2025 meeting.
OTHER AGENCY INVOLVEMENT:
The Sheriff’s Office is working with Public Works and Facilities utilizing the Job Order Contracts (JOC) program. The County Administrative Office and Counsel have reviewed this report.
FINANCING:
The Sheriff’s Office is asking for support from the Budget Committee to increase appropriations and revenues in the Modified Budget for FY 2024-2025 in the amount of $992,317 financed by a release of $992,317 from the Sheriff’s Office CalAIM JI Grant Round 3.
