Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($573,521) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $6,308,728.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment #4 to Agreement #A-16398 with the Housing Resource Center of Monterey County for Housing Support and Family Stabilization Program services by adding $1,024,527 of Housing Support Program funds for a new total contract of $5,735,207 with no change to the contract term of July 1, 2023 to June 30, 2025; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($573,521) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $6,308,728.
SUMMARY/DISCUSSION:
On June 28, 2024, the California Department of Social Services (CDSS) issued an All County Welfare Directors Letter (ACWDL) to notify counties of the FY 24-25 planning allocations and redistribution of prior rounds of funding that had not been spent by counties. The ACWDL allocated additional funds to Monterey County that must be spent by June 30, 2025. The Amendment #4 adds $1,024,527 of Housing Support Program CalWORKs funds to the Agreement with Housing Resource Center of Monterey County to reflect the additional revenue allocated to Monterey County for a total contract amount of $5,735,207. The additional funds will expand the caseload capacity of the Housing Support Program, increase the availability of direct financial assistance for clients, and administrative support.
The agreement provides housing case management, housing search, placement support, and rental subsidies for CalWORKs customers referred by Monterey County Department of Social Services for the Housing Support and Family Stabilization programs. Homelessness and housing instability in the CalWORKs program is a challenging problem that impacts children’s well-being and their parents’ ability to successfully engage in employment and progress towards self-sufficiency. To be eligible for Housing Support Program services a family must have at least one member in their household who is eligible and active with CalWORKs services and be homeless or at-risk of becoming homeless within fourteen days.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded by Housing Support Program and the CalWORKs Single Allocation funds. Sufficient appropriations and revenues are included in the 001-5010-SOC005 FY 2024-25 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiatives adopted by providing services that support families in obtaining stable and permanent housing and ultimately better health and quality of life.
