SUMMARY:

On August 22, 2023, per Resolution No. 23-318, the County of Monterey Board of Supervisors authorized the Department of Emergency Management to submit an application for the purpose of obtaining financial assistance to FEMA through CalOES for FY 2023 and FY 2024 HSGP, and designated and authorized the Director of Emergency Management or Designee to execute grant documents and applications for HSGP.  It was subsequently determined that certain information required by HSGP was omitted from Resolution No. 23-318, thereby necessitating a new resolution be adopted.  This new resolution controls to the extent that there are any inconsistencies between this resolution and Resolution No. 23-318.

HSGP recommends that the Governing Body Resolution cover three FY and requires that each FY be addressed separately with each period of performance specifically outlined in the recitals.  Resolution No. 23-318 did not meet this requirement as set forth by HSGP.  Thus, the Department of Emergency Management is requesting the Board of Supervisors adopt a new resolution to authorize the Department to submit an application for FY 2023, FY 2024, and FY 2025 HSGP.

In addition, HSGP does not recognize the distinction of “Designee” in a Governing Body Resolution and requires that all individuals designated and authorized to execute and manage grant documents and applications be specifically named by title.  In accordance with Resolution No. 23-318, the Director of Emergency Management designated the Emergency Services Manager, Management Analyst II, and Finance Manager I as authorized agents for FY 2023, FY 2024, and FY 2025 HSGP, and the Department of Emergency Management is requesting the Board of Supervisors support and approve these designations so that the Department may continue executing and managing grant documents and applications for HSGP.

This resolution serves to remedy the missing information from Resolution No. 23-318 and to meet the Governing Body Resolution requirements set forth by HSGP.  All applications and awarded monies will be brought back to the Board of Supervisors for approval.

DISCUSSION:

HSGP is a federally funded program to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other threats.  This grant provides resources required for implementation of the National Preparedness System, especially supporting the National Preparedness Goal of a secure and resilient nation.  HSGP supports the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets and supports a full range of preparedness activities across all core capabilities and mission areas.  HSGP funds are utilized for the purchase of specialized equipment and training for fire, law enforcement, public safety agencies, and other local jurisdictional emergency management agencies.  This funding enhances the capabilities of local governments and stakeholder agencies to plan for and respond to large scale emergencies, disasters, and other hazardous events.

The Department of Emergency Management executes and manages grant documents for HSGP on behalf of the Monterey County Operational Area.  HSGP funds impact many local agencies such as the Monterey County Health Department, Monterey Peninsula Regional Special Response Unit, Salinas Fire Department, Monterey County Urban Search and Rescue, City of Monterey Fire Department, Marina Fire Department, Monterey County Elections Office, Monterey County Regional Fire District, and the Monterey County Sheriff’s Office Bomb Squad, Dive Team, Search and Rescue Team, and SWAT Team.  In FY 2023, the Department of Emergency Management was awarded $488,715 to support 18 projects across local agencies.  In FY 2024 and FY 2025, the Department of Emergency Management hopes to continue its support of local agencies through administration and management of HSGP funds.

This resolution, required by HSGP as a Governing Body Resolution, authorizes the Department of Emergency Management to submit applications for FY 2023, FY 2024, and FY 2025 HSGP and designates the specific local government staff representatives who have the authority to coordinate with HSGP and execute documents on behalf of Monterey County.  All applications and awarded monies will be brought back to the Board of Supervisors for approval.

OTHER AGENCY INVOLVEMENT:

The Department of Emergency Management will coordinate applications and reporting efforts with HSGP Program Representatives.  County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.

FINANCING:

There is no impact to the General Fund.  This resolution will have no impact on the FY 2023-25 Adopted Budget for the Department of Emergency Management (001-1040-8588-DEM001).
