RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Director of Health or Assistant Director of Health to execute
Amendment No. 1 to the Revised and Restated Memorandum of Agreement (MOA), A-15628, between the County of Monterey and the City of Salinas, for the Animal Control Services Administration Pilot Project, extending the term an additional six months for a total term of 18 months through June 30, 2023, adding $729,093 for updates to existing shared staffing costs and services for a total Agreement amount of $1,394,093.

SUMMARY/DISCUSSION:
The City of Salinas and the County of Monterey have been working together since 2015 to consolidate Animal Services. Multiple agreements and amendments over the past five (5) years have allowed for shared staffing, facilities, and vendors while work to create a Joint Powers Agreement (JPA) has progressed.

In December of 2021, the most recent agreement with the City of Salinas was approved which continued shared staffing and services, in one facility located at 160 Hitchcock Road, Salinas (the County facility), at a status quo level while working diligently on the formation of a JPA during the term of this Agreement.

This Amendment No. 1 extends the term and adds services and funding so that operations and services can continue while the new JPA efforts can get underway and begin decision-making as it relates to operations and administration. Updates to the MOA by ...
